7     LONG TITLE
8     General Description:
9          This bill addresses Medicaid coverage for postpartum women.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms; and
13          ▸     requires the Division of Medicaid and Health Financing to request a Medicaid
14     waiver or state plan amendment from Centers for Medicare and Medicaid Services
15     to extend the duration of postpartum coverage.

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 26-18-430 is enacted to read:
26          26-18-430. Medicaid coverage for certain postpartum women.
27          (1) As used in this section:

28          (a) "Initial postpartum period" means the period:
29          (i) beginning on the day on which a woman's pregnancy ends; and
30          (ii) ending on the last day of the month that is 60 days after the day on which the
31     woman's pregnancy ends.
32          (b) "Extended postpartum period" means the period after a woman's pregnancy:
33          (i) beginning the day after the initial postpartum period; and
34          (ii) ending on the last day of the month that is 12 months after the day on which the
35     woman's pregnancy ends.
36          (2) Before July 1, 2023, the division shall request a waiver or state plan amendment to:
37          (a) in accordance with 42 U.S.C. Sec. 1396a(e)(16), provide continuous Medicaid
38     coverage during the woman's extended postpartum period if the woman is eligible for Medicaid
39     during the woman's pregnancy; and
40          (b) maximize the number of individuals under Subsection (2)(a) for whom the state
41     may obtain enhanced federal financial participation under 42 U.S.C. Sec. 1396d(y) for
42     enrolling an individual in the Medicaid expansion.
