9 General Description:
10 This bill addresses public education enrollment options.
11 Highlighted Provisions:
12 This bill:
13 ▸ defines terms;
14 ▸ allows a local education agency to provide a home-centered, school-supported
15 enrollment option allowing students to complete a portion of the students' course
16 work from home;
17 ▸ establishes certain requirements for local education agencies that provide a
18 home-centered, school-supported enrollment option;
19 ▸ prohibits home school students from participating in a home-centered,
20 school-supported enrollment option; and
21 ▸ clarifies the effect of student participation in a home-centered, school-supported
22 enrollment option on statewide assessment requirements and certain public
23 education funding.

32 Be it enacted by the Legislature of the state of Utah:
33 Section 1. Section 53G-6-710 is enacted to read:
34 53G-6-710. Home-centered, school-supported enrollment option.
35 (1) As used in this section:
36 (a) "Home-centered, school-supported enrollment option" means an enrollment option
37 for an LEA that allows participating students to:
38 (i) complete the course work for one or more courses or subject areas from home
39 during part of the school day; and
40 (ii) attend in-person instruction for the remainder of the school day.
41 (b) "Local education agency" or "LEA" means a school district or charter school.
42 (c) "Participating student" means a student who is:
43 (i) enrolled in an LEA; and
44 (ii) approved to participate in a home-centered, school-supported enrollment option
45 provided by the LEA.
46 (2) (a) An LEA may provide a home-centered, school-supported enrollment option.
47 (b) An LEA that provides a home-centered, school-supported enrollment option shall:
48 (i) establish standards and requirements for student participation;
49 (ii) provide the instructional materials to be used by a participating student;
50 (iii) provide a participating student's parent with resources the LEA considers
51 appropriate to assist in parent involvement with student learning;
52 (iv) develop assessments to measure a participating student's academic progress;
53 (v) administer the assessments described in Subsection (2)(b)(iv) to a participating
54 student, subject to Subsection 53G-6-803(9); and
55 (vi) monitor compliance with the standards and requirements established under
56 Subsection (2)(b)(i).
57 (3) A student who attends a home school pursuant to Section 53G-6-204 is not eligible
58 to participate in a home-centered, school-supported enrollment option.
59 (4) A participating student is subject to a statewide assessment, as defined in Section
60 53E-4-301, to the same extent as a student who is not participating.
61 (5) A student's participation in a home-centered, school-supported enrollment option
62 provided by an LEA does not reduce or otherwise affect enrollment count for purposes of
63 computing the LEA's Minimum School Program funds under Title 53F, Chapter 2, State
64 Funding -- Minimum School Program.
