7     LONG TITLE
8     General Description:
9          This bill addresses cultural and religious attire requirements worn during a high school
10     graduation ceremony.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines terms; and
14          ▸     provides that students may wear recognized cultural or religious adornments during
15     a high school graduation unless the adornment substantially disrupts or materially
16     interferes with the graduation ceremony.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. Section 53G-4-414 is enacted to read:
27          53G-4-414. Recognized cultural or religious adornment at high school graduation

28     ceremonies.
29          (1) As used in this section:
30          (a) "Adornment" means something that a student attaches to, or wears with, but does
31     not replace, graduation attire.
32          (b) "Cultural" means recognized practices and traditions of a certain group of people.
33          (c) "Graduation attire" means attire that an LEA requires a student to wear as part of
34     the dress code for a graduation ceremony.
35          (d) "Graduation ceremony" means a high school graduation ceremony.
36          (2) A student may wear recognized items of cultural or religious significance as an
37     adornment at a graduation ceremony.
38          (3) Notwithstanding Subsection (2), an LEA may prohibit a student from wearing an
39     item of adornment that is likely to cause a substantial disruption of, or material interference
40     with, the graduation ceremony.
41          (4) Nothing in this section limits an LEA's authority related to student expression under
42     applicable federal and state law.
