7     LONG TITLE
8     General Description:
9          This bill establishes a grant program for summer school days and other educational
10     summer programs.
11     Highlighted Provisions:
12          This bill:
13          ▸     establishes a grant program for summer school days and other educational summer
14     programs; and
15          ▸     requires the State Board of Education to:
16               •     award grants to qualifying local education agencies to meet measurable goals;
17     and
18               •     make rules regarding the administration and measurement of the grant program.
19     Money Appropriated in this Bill:
20          This bill appropriates in fiscal year 2023:
21          ▸     to the State Board of Education - Minimum School Program - Related to Basic
22     School Programs, as an ongoing appropriation:
23               •     from the Uniform School Fund, $5,000,000; and
24          ▸     to the State Board of Education - Minimum School Program - Related to Basic
25     School Programs, as a one-time appropriation:
26               •     from the Uniform School Fund, One-time, $5,000,000.
27     Other Special Clauses:

28          This bill provides a special effective date.

33     Be it enacted by the Legislature of the state of Utah:
34          Section 1. Section 53F-5-220 is enacted to read:
35          53F-5-220. Summer education grants.
36          (1) Subject to legislative appropriations and Subsection (2), the state board shall award
37     a grant to an LEA to provide additional school days during the summer and other educational
38     summer programs.
39          (2) To qualify for a grant, an LEA shall submit an application to the state board that
40     includes:
41          (a) measurable goals for the additional days or programs; and
42          (b) how the LEA intends to meet the goals described in Subsection (2)(a) through the
43     use of the grant funds.
44          (3) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the
45     state board shall make rules specifying:
46          (a) procedures for applying for and awarding grants under this section, including the
47     duration of a grant;
48          (b) procedures and metrics to measure the administration and success of the program;
49     and
50          (c) any reporting requirements for grantees, including the demonstration of progress
51     toward achieving the goals described in Subsection (2)(a).
52          Section 2. Appropriation.
53          The following sums of money are appropriated for the fiscal year beginning July 1,
54     2023, and ending June 30, 2024. These are additions to amounts previously appropriated for
55     fiscal year 2024. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
56     Act, the Legislature appropriates the following sums of money from the funds or accounts
57     indicated for the use and support of the government of the state of Utah.
