8     LONG TITLE
9     General Description:
10          This bill creates a grant program for healthcare providers that provide opportunities for
11     clinical experience to healthcare students.
12     Highlighted Provisions:
13          This bill:
14          ▸     defines terms;
15          ▸     creates a grant program to establish new clinical experience opportunities for
16     healthcare students; and
17          ▸     creates a reporting requirement.
18     Money Appropriated in this Bill:
19          This bill appropriates in fiscal year 2024:
20          ▸     To the Department of Health and Human Services -- Clinical Services, as a
21     one-time appropriation:
22               •     from the Income Tax Fund, $1,000,000; and
23          ▸     To the Department of Health and Human Services -- Clinical Services, as an
24     ongoing appropriation:
25               •     from the Income Tax Fund, $500,000.

32     Be it enacted by the Legislature of the state of Utah:
33          Section 1. Section 26-69-409 is enacted to read:
34          26-69-409. Clinical healthcare experience grant.
35          (1) As used in this section:
36          (a) "Clinical healthcare experience" means a supervised learning experience included
37     as part of a training course in which a healthcare student provides or observes direct patient
38     care.
39          (b) "Healthcare provider" means the same as that term is defined in Section 78B-3-403.
40          (c) "Healthcare student" means an individual who is enrolled at a private or public
41     institution of higher education within the state in a program that requires a clinical healthcare
42     experience.
43          (2) (a) There is created within the department the Clinical Healthcare Experience Grant
44     to be administered by UMEC.
45          (b) UMEC shall establish a clinical healthcare experience grant program that will
46     award grants to healthcare provider applicants to provide clinical healthcare experiences to
47     healthcare students.
48          (3) An applicant that submits a proposal for a grant shall:
49          (a) demonstrate how the applicant is qualified to provide a clinical healthcare
50     experience, including:
51          (i) a description of resources available for providing a clinical healthcare experience;
52     and
53          (ii) a description of resources or staff needed for providing a clinical healthcare training
54     experience;
55          (b) provide an estimate of how many healthcare students for whom the applicant can
56     provide a clinical healthcare experience; and

57          (c) provide any additional information related to the grant application UMEC deems
58     necessary for awarding the grant.
59          (4) Subject to appropriation by the Legislature, the amount of a grant is $500 each
60     month for each clinical healthcare experience provided to a healthcare student, with an annual
61     maximum of $2,000 per healthcare student.
62          (5) Before November 1, 2024, and each November 1 thereafter, UMEC shall provide a
63     written report to the Higher Education Appropriations Subcommittee describing:
64          (a) the health care providers that received a grant; and
65          (b) the number of clinical healthcare experiences funded by the grant.
66          Section 2. Appropriation.
67          The following sums of money are appropriated for the fiscal year beginning July 1,
68     2023, and ending June 30, 2024. These are additions to amounts previously appropriated for
69     fiscal year 2024. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
70     Act, the Legislature appropriates the following sums of money from the funds or accounts
71     indicated for the use and support of the government of the state of Utah.
