7     LONG TITLE
8     General Description:
9          This bill creates a human trafficking educational program in an institution of higher
10     education.
11     Highlighted Provisions:
12          This bill:
13          ▸     directs the Office of the Attorney General to create an educational program
14     regarding human trafficking;
15          ▸     directs each institution of higher education to provide the educational program to
16     first year students;
17          ▸     requires the program be taught by individuals with certain expertise; and
18          ▸     describes the required components of the program.

27     Be it enacted by the Legislature of the state of Utah:
28          Section 1. Section 53B-16-112 is enacted to read:
29          53B-16-112. Human trafficking educational program.
30          (1) The Office of the Attorney General shall create an educational program regarding
31     human trafficking and exploitation and ensure the educational program:
32          (a) is taught by one or more professionals who:
33          (i) have experience in investigation, prosecution, and victim advocacy related to human
34     trafficking and exploitation; and
35          (ii) specialize in outreach and educational programming about human trafficking and
36     exploitation; and
37          (b) includes the following components:
38          (i) consistent with state law, the definitions of human trafficking, sex trafficking, and
39     labor trafficking;
40          (ii) an explanation of the grooming cycle;
41          (iii) examples of trafficker behavior;
42          (iv) risk factors for becoming a victim of human trafficking;
43          (v) a demonstration showing that human trafficking can happen to any individual;
44          (vi) steps to protect against becoming a victim of human trafficking; and
45          (vii) how to prevent and report human trafficking; and
46          (c) is available in a flexible format including a virtual pre-recording.
47          (2) Beginning July 1, 2023, an institution of higher education shall offer to each
48     student in the student's first year of study the educational program described in Subsection (1).
