7 LONG TITLE
8 General Description:
9 This bill addresses the use of public money by certain entities involved with the
10 Olympic and Paralympic Winter Games.
11 Highlighted Provisions:
12 This bill:
13 ▸ defines terms; and
14 ▸ requires the governor to ensure terms regarding the use of public money are
15 included in agreements concerning the state's hosting of the Olympic and
16 Paralympic Winter Games.

26 Be it enacted by the Legislature of the state of Utah:
27 Section 1. Section 63G-28-101 is enacted to read:

30 63G-28-101. Definitions.
31 As used in this chapter:
32 (1) "Games" means the 2030 or 2034 Olympic and Paralympic Winter Games.
33 (2) "Host agreement" means an agreement with a site selection committee that is made
34 in connection with the selection of the state for the location of the games.
35 (3) "Host committee" means a nonprofit corporation, including a successor in interest,
36 that may:
37 (a) provide an application and bid to a site selection committee for selection of the state
38 as the location of the games; and
39 (b) execute an agreement with the United States Olympic and Paralympic Committee
40 regarding a bid and the bid process to host the games.
41 (4) "Public money" means the same as that term is defined in Section 76-1-101.5.
42 (5) "Site selection committee" means the International Olympic Committee or the
43 International Paralympic Committee.
44 Section 2. Section 63G-28-201 is enacted to read:

46 63G-28-201. Host agreement and host committee agreement requirements.
47 Before signing a host agreement or an agreement with a host committee, the governor
48 shall ensure the agreement includes:
49 (1) terms prohibiting the site selection committee or the host committee from using
50 public money:
51 (a) to provide a gift with a value of over $300 to another person;
52 (b) to make a political campaign contribution;
53 (c) for the personal expenses of another person; or
54 (d) for other purposes unrelated to the games;
55 (2) a requirement that the site selection committee or host committee provide to the
56 state upon request an itemized accounting of the public money provided to the site selection
57 committee or host committee; and
58 (3) a provision allowing the state to bring a civil action to recoup any public money
59 used for a purpose prohibited under the agreement.
