8     LONG TITLE
9     General Description:
10          This resolution addresses Utah's hosting of a future Olympic and Paralympic Winter
11     Games.
12     Highlighted Provisions:
13          This resolution:
14          ▸     describes the status of Utah's bid to host a future Olympic and Paralympic Winter
15     Games;
16          ▸     describes previous legislation supporting Utah's hosting of a future Olympic and
17     Paralympic Winter Games in accordance with International Olympic Committee
18     and International Paralympic Committee requirements;
19          ▸     acknowledges the success of the 2002 Olympic and Paralympic Winter Games in
20     Salt Lake City and the expected benefit of another Olympic and Paralympic Winter
21     Games in Utah; and
22          ▸     makes certain assurances in contemplation of Utah's potential hosting of the 2030 or
23     2034 Olympic and Paralympic Winter Games.

25          None

27     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:

28          WHEREAS, the Salt Lake City-Utah Committee for the Games (Host Committee) has
29     submitted a bid to the International Olympic Committee (IOC) for Utah to host the 2030 or
30     2034 Olympic and Paralympic Winter Games (Winter Games);
31          WHEREAS, the United States Olympic and Paralympic Committee (USOPC) adopted
32     a resolution supporting the efforts to bring the Winter Games to Utah and committing to work
33     with the Host Committee toward a potential Winter Games bid;
34          WHEREAS, the Legislature, the governor concurring therein, passed 2020 General
35     Session, S.C.R. 9, Concurrent Resolution Addressing the Olympics, indicating that the state is
36     comfortable with the concepts and principles in the host agreement documents provided by the
37     IOC and would support the state signing similar host agreement documents for a future
38     Olympic and Paralympic Winter Games;
39          WHEREAS, as indicated in S.C.R. 9, the state actively partners with and supports the
40     mission and charter of the USOPC, the IOC, and the International Paralympic Committee
41     (IPC);
42          WHEREAS, as indicated in S.C.R. 9, since the Salt Lake City 2002 Olympic and
43     Paralympic Winter Games (2002 Games), the state continues to maintain and improve critical
44     infrastructure and assets to support the state's future hosting of the Winter Games;
45          WHEREAS, in continuing the legacy of the 2002 Games, the state continues to
46     promote the values of Olympism, Paralympism, and winter sport;
47          WHEREAS, given the state's preservation of critical infrastructure from the 2002
48     Games, hosting the Winter Games is expected to generate to the state economic,
49     environmental, and other benefits greater than the benefits to the state from the 2002 Games;
50          WHEREAS, the 2002 Games were overall a success for Salt Lake City, the state, and
51     the athletes and individuals who participated;
52          WHEREAS, if the IOC chooses Utah to host the Winter Games, the IOC will require
53     the state to make various assurances; and
54          WHEREAS, in contemplation of a bid to host the Winter Games, the state makes the
55     following assurances:
56               •     the state will ensure sufficient power and telecommunications
57     infrastructure is in place to host the Winter Games;
58               •     the state's transportation infrastructure is able to support the Winter

59     Games and current transportation projects are not dependent on a bid being awarded for the
60     Winter Games;
61               •     the state, in coordination with the federal and local governments, will
62     provide sufficient security and cooperate with the USOPC, the IOC, and
63     the IPC on security matters to provide for a peaceful celebration of the
64     Winter Games;
65               •     the state will ensure the health and safety of the Winter Games athletes
66     and other participants by supporting the provision of appropriate medical
67     services;
68               •     the state does not support, and the Utah Constitution and other
69     provisions of the Utah Code prohibit, sports betting or gambling during
70     the Winter Games;
71               •     the state will coordinate with local authorities to ensure appropriate
72     public services are provided for the participants of the Winter Games;
73               •     the state supports federal and other labor laws and regulations necessary
74     for employees or contractors to offer services at the Winter Games;
75               •     the state respects and supports the United Nations Guiding Principles on
76     Business and Human Rights and international standards on
77     anti-corruption;
78               •     the state will ensure the Winter Games venues are operated in
79     accordance with international accessibility standards; and
80               •     the state supports any international agreements, laws, or regulations
81     applicable to the Winter Games:
82          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the State of Utah, the
83     Governor concurring therein, makes the assurances described in this resolution in
84     contemplation of the state hosting the Winter Games.
85          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the IOC, IPC,
86     USOPC, the Host Committee, the Utah Sports Commission, the Utah Olympic Legacy
87     Foundation, the Governor's Office of Economic Opportunity, the Utah State Chamber of
88     Commerce, and the members of Utah's congressional delegation.
