9 General Description:
10 This resolution modifies requirements for the public comment phase of a legislative
11 committee meeting.
12 Highlighted Provisions:
13 This resolution:
14 ▸ prohibits a chair from taking comment from a member of the public unless the
15 individual provides certain information;
16 ▸ if a member of the public is participating via video conference, prohibits a chair
17 from taking the individual's comment unless:
18 • the individual provides the individual's place of residence; and
19 • the individual's video is enabled; and
20 ▸ makes technical and conforming changes.

28 Be it resolved by the Legislature of the state of Utah:
29 Section 1. JR3-2-606 is amended to read:
30 JR3-2-606. Chair to recognize committee members -- Remarks to be germane --
31 Committee members may make motions when recognized -- Addressing the committee.
32 (1) The chair shall recognize a committee member who desires to speak to a subject
33 that is under consideration by an appropriations committee.
34 (2) Upon recognition by the chair, a committee member:
35 (a) shall ensure that the member's remarks are germane to the subject under
36 consideration; and
37 (b) may make a motion that is authorized by this chapter.
38 (3) (a) Presenters, witnesses, visitors, staff, and committee members may not speak to
39 an appropriations committee unless recognized by the chair.
40 (b) The chair may not take comment from a member of the public unless:
41 (i) the individual provides the individual's legal name and the entity that the individual
42 represents, if any; and
43 (ii) if the individual is participating via video conference:
44 (A) the individual provides the individual's place of residence; and
45 (B) the individual's video is enabled.
46 Section 2. JR7-1-606 is amended to read:
47 JR7-1-606. Public comment phase.
48 (1) Except as otherwise provided in this rule, during the public comment phase:
49 (a) the chair shall, subject to Subsection (1)(c), take comment from one or more
50 members of the public; [
51 (b) a member of the authorized legislative committee may not make a motion to amend
52 the draft legislation or dispose of the draft legislation[
53 (c) the chair may not take comment from a member of the public unless:
54 (i) the individual provides the individual's legal name and the entity that the individual
55 represents, if any; and
56 (ii) if the individual is participating via video conference:
57 (A) the individual provides the individual's place of residence; and
58 (B) the individual's video is enabled.
59 (2) The chair, or the authorized legislative committee by majority vote, may preclude
60 or terminate the public comment phase.
