8     LONG TITLE
9     General Description:
10          This resolution modifies the inherent and inalienable rights provision in the Utah
11     constitution.
12     Highlighted Provisions:
13          This resolution proposes to amend the Utah Constitution to:
14          ▸     add the right to privacy to those inherent and inalienable rights specifically
15     mentioned in the Utah constitution; and
16          ▸     makes a technical amendment.
17     Special Clauses:
18          This resolution directs the lieutenant governor to submit this proposal to voters.
19          This resolution provides a contingent effective date of January 1, 2025 for this proposal.

24     Be it resolved by the Legislature of the state of Utah, two-thirds of all members elected to each
25     of the two houses voting in favor thereof:
26          Section 1. It is proposed to amend Utah Constitution, Article I, Section 1, to read:
27          Article I, Section 1. [Inherent and inalienable rights.]

28          All persons have the inherent and inalienable right to enjoy and defend their lives and
29     liberties; to acquire, possess and protect property; to worship according to the dictates of their
30     consciences; to assemble peaceably, protest against wrongs, and petition for redress of
31     grievances; to privacy; and to communicate freely their thoughts and opinions, being
32     responsible for the abuse of that right.
33          Section 2. Submittal to voters.
34          The lieutenant governor is directed to submit this proposed amendment to the voters of
35     the state at the next regular general election in the manner provided by law.
36          Section 3. Contingent effective date.
37          If the amendment proposed by this joint resolution is approved by a majority of those
38     voting on it at the next regular general election, the amendment shall take effect on January 1,
39     2025.
