7     LONG TITLE
8     General Description:
9          This bill authorizes the Medicaid program to apply for a state plan amendment to cover
10     doula services.
11     Highlighted Provisions:
12          This bill:
13          ▸     requires the Department of Health and Human Services to submit, in consultation
14     with certain stakeholders, a state plan amendment to cover doula services; and
15          ▸     if approved, requires the Medicaid program to cover doula services.

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 26-18-29 is enacted to read:
26          26-18-29. Doula services.
27          Ŝ→ (1)     As used in this section, "doula services" means non-medical advice,
27a     information, emotional support, and physical comfort provided to an individual during the
27b     individual's pregnancy, childbirth, and postpartum period. ←Ŝ
27c     Ŝ→ [(1)] (2) ←Ŝ (a) Before October 1, 2023, the department shall apply for a Medicaid state plan
28     amendment to cover doula services Ŝ→ [, including prenatal and postpartum care] ←Ŝ .
29          (b) The department shall develop the state plan amendment described in Subsection
30     Ŝ→ [(1)] (2) ←Ŝ (a) in consultation with individuals representing patients, doulas, physicians,
30a     nurses, and
31     health care facilities in the state.
32          Ŝ→ [(2)] (3) ←Ŝ If the state plan amendment described in Subsection Ŝ→ [(1)] (2)(a) ←Ŝ is
32a     approved, the Medicaid
33     program shall provide coverage of doula services.
33a     Ŝ→ (4) The department shall define doula training and registration requirements by rule made
33b     in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act. ←Ŝ
