7 LONG TITLE
8 General Description:
9 This bill directs the Legislature to participate in The Energy Council and provides for
10 the appointment and duties of members.
11 Highlighted Provisions:
12 This bill:
13 ▸ directs the Legislature to participate in The Energy Council;
14 ▸ provides requirements for legislators appointed as members;
15 ▸ addresses powers and duties for members;
16 ▸ provides for compensation and expenses of members;
17 ▸ requires the Office of Legislative Research and General Counsel to provide staff
18 assistance to members as requested;
19 ▸ modifies sunset provisions;
20 ▸ removes a provision related to participation in the Energy Producing States
21 Coalition; and
22 ▸ makes technical changes.

35 Be it enacted by the Legislature of the state of Utah:
36 Section 1. Section 36-7a-601 is enacted to read:
37 36-7a-601. State participation in The Energy Council -- Membership -- Duties.
38 (1) As used in this section, "member" means a legislator appointed under the
39 requirements of this section to participate in The Energy Council.
40 (2) The Legislature shall participate in and appoint members to The Energy Council, a
41 nonpartisan legislative organization that provides a forum for legislators from energy
42 producing states to discuss and collaborate on energy policy.
43 (3) The Legislature shall appoint four members to The Energy Council as follows:
44 (a) two senators, appointed by the president of the Senate; and
45 (b) two representatives, appointed by the speaker of the House.
46 (4) Members shall:
47 (a) as able, participate in conferences and meetings of The Energy Council; and
48 (b) upon request, report on their activities to the Natural Resources, Agriculture, and
49 Environment Interim Committee and the Public Utilities, Energy, and Technology Interim
50 Committee.
51 (5) The compensation and expenses of a member shall be paid in accordance with
52 Section 36-2-2 and Legislative Joint Rules, Title 5, Lodging, Meal, and Transportation
53 Expenses.
54 (6) The Office of Legislative Research and General Counsel shall provide staff
55 assistance to a member as requested.
56 Section 2. Section 63I-1-236 is amended to read:
57 63I-1-236. Repeal dates: Title 36.
58 (1) Title 36, Chapter 17, Legislative Process Committee, is repealed January 1, 2028.
