8 General Description:
9 This bill authorizes the Medicaid program to apply for a state plan amendment to cover
10 doula services.
11 Highlighted Provisions:
12 This bill:
13 ▸ requires the Department of Health and Human Services to submit, in consultation
14 with certain stakeholders, a state plan amendment to cover doula services; and
15 ▸ if approved, requires the Medicaid program to cover doula services.

24 Be it enacted by the Legislature of the state of Utah:
25 Section 1. Section 26-18-29 is enacted to read:
26 26-18-29. Doula services.
27 (1) (a) Before October 1, 2023, the department shall apply for a Medicaid state plan
28 amendment to cover doula services, including prenatal and postpartum care.
29 (b) The department shall develop the state plan amendment described in Subsection
30 (1)(a) in consultation with individuals representing patients, doulas, physicians, nurses, and
31 health care facilities in the state.
32 (2) If the state plan amendment described in Subsection (1) is approved, the Medicaid
33 program shall provide coverage of doula services.
