8     General Description:
9          This bill creates the Communication Habits to reduce Adolescent Threats, or CHAT,
10     Pilot Program.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines terms;
14          ▸     creates the Communication Habits to reduce Adolescent Threats (CHAT) Pilot
15     Program;
16          ▸     requires the Department of Health and Human Services to issue a request for
17     proposals;
18          ▸     requires the Department of Health and Human Services to report to the Health and
19     Human Services Interim Committee; and
20          ▸     makes technical changes.
21     Money Appropriated in this Bill:
22          This bill appropriates in fiscal year 2025:

42     Be it enacted by the Legislature of the state of Utah:
43          Section 1. Section 26B-7-122 is enacted to read:
44          26B-7-122. Communication Habits to reduce Adolescent Threats Pilot Program.
45          (1) As used in this section:
46          (a) "Campaign" means a multimedia marketing strategy.
47          (b) "CHAT" means the Communication Habits to reduce Adolescent Threats Pilot
48     Program created in this section.
49          (2) There is created a Communication Habits to reduce Adolescent Threats, or CHAT,
50     Pilot Program as described in this part.
51          (3) By no later than October 1, 2024, the department shall issue a request for proposals
52     for the creation of a statewide CHAT campaign to:
53          (a) increase public awareness of:
54          (i) the benefits of strong communication skills, particularly between a minor and the
55     minor's parent or guardian; and
56          (ii) the harms associated with poor communication or a lack of communication; and

57          (b) promote:
58          (i) the destigmatization of mental health issues;
59          (ii) the personal and community benefits of effective communication;
60          (iii) tips and advice on how to effectively communicate; and
61          (iv) resources to support minors if they are struggling with mental illness.
62          (4) The CHAT campaign shall include a branding strategy around the CHAT campaign
63     to increase public awareness.
64          (5) The request for proposals described in Subsection (3) shall be open to an institution
65     of higher education.
66          (6) Within available funds, the department shall enter into an agreement with the
67     selected proposer to implement the CHAT campaign selected through the request for proposal
68     process on a statewide basis through June 30, 2029.
69          Section 2. Section 26B-7-123 is enacted to read:
70          26B-7-123. Report on CHAT campaign.
71          (1) The department shall determine metrics to measure the success of the CHAT
72     campaign and regularly reevaluate those metrics.
73          (2) No later than September 1, 2028, the department shall create a report on:
74          (a) the implementation of the CHAT campaign;
75          (b) the results of the CHAT campaign; and
76          (c) recommendations for the continuance or the suspension of the CHAT campaign.
77          (3) The department shall deliver the report described in Subsection (2) to the Health
78     and Human Services Interim Committee, no later than October 1, 2028.
79          Section 3. Section 63I-1-226 (Effective 07/01/24) is amended to read:
80          63I-1-226 (Effective 07/01/24). Repeal dates: Titles 26A through 26B.
81          (1) Subsection 26B-1-204(2)(i), related to the Primary Care Grant Committee, is
82     repealed July 1, 2025.
83          (2) Section 26B-1-315, which creates the Medicaid Expansion Fund, is repealed July 1,
84     2024.
85          (3) Section 26B-1-319, which creates the Neuro-Rehabilitation Fund, is repealed

351          The following sums of money are appropriated for the fiscal year beginning July 1,
352     2024, and ending June 30, 2025. These are additions to amounts previously appropriated for
353     fiscal year 2025.
354          Subsection 6(a). Operating and Capital Budgets.
355          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
356     Legislature appropriates the following sums of money from the funds or accounts indicated for
357     the use and support of the government of the state of Utah.
