7     LONG TITLE
8     General Description:
9          This bill adds aircraft rescue firefighting training to the fire prevention, education, and
10     training program.
11     Highlighted Provisions:
12          This bill:
13          ▸     adds aircraft rescue firefighting training to the fire prevention, education, and
14     training program; and
15          ▸     makes technical changes.

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 53B-29-202 is amended to read:
26          53B-29-202. Fire prevention, education, and training program.
27          (1) With technical advice and support from the fire board, Utah Valley University shall

28     operate a statewide fire and rescue service training program that:
29          (a) provides instruction, training, and testing for:
30          (i) Utah Valley University students; and
31          (ii) firefighters and emergency rescue personnel throughout the state, whether paid or
32     volunteer;
33          (b) explores new methods of firefighting, fire training, and fire prevention;
34          (c) provides training for fire and arson detection and investigation;
35          (d) provides training to students, firefighters, and emergency rescue personnel on how
36     to conduct public education programs to promote fire safety;
37          (e) provides aircraft rescue firefighting training;
38          [(e)] (f) provides for certification of firefighters, pump operators, instructors, officers,
39     and rescue personnel; and
40          [(f)] (g) provides facilities and props for teaching firefighting and emergency rescue
41     skills.
42          (2) Utah Valley University shall ensure that the curriculum, training, and facilities
43     offered in the fire and rescue training program are sufficient to allow individuals who
44     successfully complete the program to receive applicable certification as a firefighter or
45     emergency rescue professional.
46          (3) Utah Valley University and the fire board shall consult together regarding:
47          (a) the development and content of the curriculum and training of the fire and rescue
48     training program;
49          (b) the identification of individuals who will be permitted to participate in the fire and
50     rescue program without cost; and
51          (c) the establishment of certification standards and requirements.
52          (4) Utah Valley University shall allow individuals designated by the fire board to
53     participate in and complete the fire and rescue training program without cost and to receive
54     applicable certification.
55          (5) Utah Valley University and the fire board shall by contract establish terms to:
56          (a) define the scope and content of the fire and rescue training program;
57          (b) identify the fire and rescue personnel throughout the state who will be permitted to
58     participate in the fire and rescue training program without cost; and

59          (c) define other aspects of the relationship between Utah Valley University and the fire
60     board relating to the fire and rescue training program that are mutually beneficial.
61          Section 2. Effective date.
62          This bill takes effect on May 1, 2024.
