7     LONG TITLE
8     General Description:
9          This bill establishes the Family Outreach Program.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms;
13          ▸     allows a school to apply to create a Family Outreach Program (program);
14          ▸     establishes a process for submitting an application and receiving LEA governing
15     board approval for a program;
16          ▸     provides for the features of the program;
17          ▸     provides for oversight of the program by the LEA governing board;
18          ▸     allows the LEA governing board to appoint and oversee a family outreach liaison;
19     and
20          ▸     provides for annual evaluation of the performance of a program liaison.

33     Be it enacted by the Legislature of the state of Utah:
34          Section 1. Section 53G-10-701 is enacted to read:
35     
Part 7. Family Outreach Program

36          53G-10-701. Definitions.
37          As used in this section:
38          (1) "Family outreach liaison" means a family outreach liaison appointed in accordance
39     with Section 53G-10-703.
40          (2) "School" means a public elementary or secondary school, including a charter
41     school.
42          Section 2. Section 53G-10-702 is enacted to read:
43          53G-10-702. Establishment of family outreach program -- LEA governing board
44     approval -- Renewal of program.
45          (1) A school may establish a family outreach program for a K-12 school as provided in
46     this part if the family outreach program is approved by the LEA governing board for the LEA
47     in which the proposed family outreach program is to be implemented.
48          (2) A school may submit a family outreach program application to the LEA governing
49     board for the school.
50          (3) A school shall submit a family outreach program application no less than 90 days
51     before the beginning of student registration for the school year for which the family outreach
52     program is proposed.
53          (4) (a) An LEA governing board shall approve or deny a family outreach program
54     application within 60 days after the application is submitted.
55          (b) An LEA governing board may approve a family outreach program application
56     subject to modifications or additional terms that the LEA governing board determines
57     appropriate.
58          (5) A family outreach program may be renewed for another school year if:

59          (a) the school requests renewal; and
60          (b) the LEA governing board approves the renewal.
61          Section 3. Section 53G-10-703 is enacted to read:
62          53G-10-703. LEA governing board to supervise.
63          (1) The LEA governing board of a school that has implemented a family outreach
64     program may appoint a family outreach liaison.
65          (2) The general control, supervision, and direct management of a family outreach
66     liaison is vested in the LEA governing board for the school in which the program is
67     implemented.
68          (3) The LEA governing may:
69          (a) make and enforce rules to organize, conduct, and supervise a family outreach
70     liaison;
71          (b) establish the family outreach liaison duties, and fix the family outreach liaison's
72     compensation;
73          (c) determine the qualifications of a person employed as a family outreach liaison;
74          (d) determine the basis of apportionment and distribute funds made available for the
75     employment of a family outreach liaison; and
76          (e) evaluate the family outreach liaison's performance annually.
77          Section 4. Section 53G-10-704 is enacted to read:
78          53G-10-704. Family outreach liaison responsibilities.
79          The family outreach liaison shall:
80          (1) communicate to families about:
81          (a) school events;
82          (b) school priorities;
83          (c) school-based resources and community-based resources that are available to
84     children or families; and
85          (d) opportunities to volunteer in the classroom and outside of the classroom at the
86     school and school related events; and
87          (2) communicate to families about how to:
88          (a) read and interpret their children's report card and other data generated by the school;
89          (b) navigate school web-based platforms;

90          (c) reach out to teachers and other school staff to advocate for their child; and
91          (d) support the child's learning at home.
92          Section 5. Section 53G-10-705 is enacted to read:
93          53G-10-705. Provisions applicable to students, staff in a family outreach program.
94           A family outreach program shall comply with all applicable federal, state, and local
95     laws prohibiting discrimination or governing the safety of students and teachers.
96          Section 6. Effective date.
97          This bill takes effect on May 1, 2024.
