12 This resolution recognizes the 50th anniversary of the National Conference of State
13 Legislatures.

21 Be it resolved by the Legislature of the state of Utah:
22 WHEREAS, the National Conference of State Legislatures (NCSL) was founded in
23 1975 and has evolved during the past half-century to become the premier organization solely
24 dedicated to serving state and territorial legislators and legislative staff;
25 WHEREAS, NCSL was created from the merger of three organizations that served or
26 represented state legislatures and that shared the belief that legislative service is one of
27 democracy's worthiest pursuits;
28 WHEREAS, NCSL is a bipartisan organization with three objectives: to advance the
29 effectiveness, independence, and integrity of state legislatures; to foster interstate
30 communication and cooperation; and to ensure states a strong, cohesive voice in the federal
31 system;
32 WHEREAS, our nation's state legislatures are America's laboratories of democracy and
33 have continually shown that they are the bodies to tackle emerging challenges;
34 WHEREAS, state legislatures are where people from very different backgrounds,
35 representing very different communities, can come together and find common ground;
36 WHEREAS, NCSL has facilitated the exchange of ideas, provided critical research and
37 information, and encouraged a rigorous review of complex issues confronting our
38 communities, states, and nation;
39 WHEREAS, NCSL strives to strengthen the bonds between America's state legislatures
40 and the international community:
41 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
42 recognizes and commends NCSL for its exceptional leadership and commitment to the
43 legislative institution.
44 BE IT FURTHER RESOLVED that a copy of this resolution be sent to NCSL.
