  <enact numlevel="1" lineno="13" slineno="0-13">Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:</enact>

      <section type="enact" display="false" src="reso">WHEREAS, Utah was the fastest growing state in the United States between 2010 and 2020,  
        <sectionText lineno="15">and continues to grow rapidly;
          <eol numlevel="1" lineno="16" slineno="1-3" display="tab"/>
          <para/>WHEREAS, a growing population means an increased demand for housing, transportation,  
          <ln numlevel="1" lineno="17" slineno="1-4"/>water, energy, open space, and recreation;
          <eol numlevel="1" lineno="18" slineno="1-5" display="tab"/>
          <para/>WHEREAS, the Guiding Our Growth effort is a statewide conversation about growth,  
          <ln numlevel="1" lineno="19" slineno="1-6"/>guided by the Governor's Office of Planning and Budget and partners from all over the state,  
          <ln numlevel="1" lineno="20" slineno="1-7"/>both inside and outside of government;
          <eol numlevel="1" lineno="21" slineno="1-8" display="tab"/>
          <para/>WHEREAS, Guiding Our Growth has highlighted Utahns' desire to manage the state's  
          <ln numlevel="1" lineno="22" slineno="1-9"/>growth in a way that maintains and enhances quality of life for all Utahns;
          <eol numlevel="1" lineno="23" slineno="1-10" display="tab"/>
          <para/>WHEREAS, growth issues are interrelated, and decisions on one issue often affect other  
          <ln numlevel="1" lineno="24" slineno="1-11"/>growth-related issues;
          <eol numlevel="1" lineno="25" slineno="1-12" display="tab"/>
          <para/>WHEREAS, Utah decision-makers and stakeholders are known for doing business "The  
          <ln numlevel="1" lineno="26" slineno="1-13"/>Utah Way," which represents Utah's culture of collaborative problem-solving;
          <eol numlevel="1" lineno="27" slineno="1-14" display="tab"/>
          <para/>WHEREAS, many programs designed to support quality growth are already in place;
          <eol numlevel="1" lineno="28" slineno="1-15" display="tab"/>
          <para/>WHEREAS, multiple state agencies are currently working to address growth challenges as  
          <ln numlevel="1" lineno="29" slineno="1-16"/>topics overlap agency responsibilities;
          <eol numlevel="1" lineno="30" slineno="1-17" display="tab"/>
          <para/>WHEREAS, many local governments and regional entities are working to address growth  
          <ln numlevel="1" lineno="31" slineno="1-18"/>challenges across local departments and agencies; and
          <eol numlevel="1" lineno="32" slineno="1-19" display="tab"/>
          <para/>WHEREAS, there is no formal encouragement for the state or local governments,  
          <ln numlevel="1" lineno="33" slineno="1-20"/>community partners, or stakeholders to consider holistically the effects of programs or  
          <ln numlevel="1" lineno="34" slineno="1-21"/>decisions on all growth issues:
          <eol numlevel="1" lineno="35" slineno="1-22" display="tab"/>
          <para/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the  
          <ln numlevel="1" lineno="36" slineno="1-23"/>Governor concurring therein, encourages its offices and agencies to include consideration of  
          <ln numlevel="1" lineno="37" slineno="1-24"/>cross-issue growth impacts in state funding, policy, and program design, development, and  
          <ln numlevel="1" lineno="38" slineno="1-25"/>evaluation.
          <eol numlevel="1" lineno="39" slineno="1-26" display="tab"/>
          <para/>BE IT FURTHER RESOLVED that the Legislature and the Governor encourage local  
          <ln numlevel="1" lineno="40" slineno="1-27"/>governments, private sector entities, and community partners to consider cross-issue growth  
          <ln numlevel="1" lineno="41" slineno="1-28"/>impacts in decision-making processes.
