    <gd numlevel="1" lineno="5" slineno="0-5">This resolution condemns communism and socialism.</gd>

      <hl numlevel="1" lineno="8" slineno="0-8" level="1">exalts the principles of the United States Constitution;</hl>
      <hl numlevel="1" lineno="9" slineno="0-9" level="1">reaffirms the principles of the free market; and</hl>
      <hl numlevel="1" lineno="10" slineno="0-10" level="1">condemns the destructive nature of socialism and communism in society.</hl>

  <enact numlevel="1" lineno="14" slineno="0-14">Be it resolved by the Legislature of the state of Utah:</enact>
  <bdy>

      <section type="enact" display="false" src="reso">WHEREAS, the state of Utah has a history of upholding the principles of liberty, freedom, and  
        <sectionText lineno="16">
          <ln lineno="16"/>individual rights enshrined in the United States Constitution;
          <ln numlevel="1" lineno="17" slineno="1-3" display="tab">
          <para/>WHEREAS, the Constitution of the United States serves as a beacon of democracy,  
          <ln numlevel="1" lineno="18" slineno="1-4"/>ensuring the individual rights and freedoms of all citizens, fostering economic freedom, and  
          <ln numlevel="1" lineno="19" slineno="1-5"/>promoting the general welfare of the American people;
          <ln numlevel="1" lineno="20" slineno="1-6" display="tab">
          <para/>WHEREAS, socialism and communism directly attack and conflict with the ennobling  
          <ln numlevel="1" lineno="21" slineno="1-7"/>principles of the United States Constitution and the Declaration of Independence;
          <ln numlevel="1" lineno="22" slineno="1-8" display="tab">
          <para/>WHEREAS, the free market system, grounded in principles of supply and demand, private  
          <ln numlevel="1" lineno="23" slineno="1-9"/>property rights, and voluntary exchange, is a cornerstone of the American economy;
          <ln numlevel="1" lineno="24" slineno="1-10" display="tab">
          <para/>WHEREAS, the free market system is upheld by the individual freedoms of this great  
          <ln numlevel="1" lineno="25" slineno="1-11"/>nation;
          <ln numlevel="1" lineno="26" slineno="1-12" display="tab">
          <para/>WHEREAS, we confront the enduring and recurring threat of communism to our freedoms  
          <ln numlevel="1" lineno="27" slineno="1-13"/>and rights;
          <ln numlevel="1" lineno="28" slineno="1-14" display="tab">
          <para/>WHEREAS, socialism and communism, when implemented in Venezuela, Cuba, North  
          <ln numlevel="1" lineno="29" slineno="1-15"/>Korea, Zimbabwe, and many other once-prosperous countries, have led to catastrophic  
          <ln numlevel="1" lineno="30" slineno="1-16"/>consequences, stifling individual freedoms, suppressing economic initiative, and resulting in  
          <ln numlevel="1" lineno="31" slineno="1-17"/>widespread poverty, human suffering, and the killing of over 100,000,000 people worldwide;
          <ln numlevel="1" lineno="32" slineno="1-18" display="tab">
          <para/>WHEREAS, socialism, as a form of government, is characterized by the collective  
          <ln numlevel="1" lineno="33" slineno="1-19"/>ownership and control of the means of production and distribution, excessive government  
          <ln numlevel="1" lineno="34" slineno="1-20"/>intervention, central planning, and suppression of personal liberties;
          <ln numlevel="1" lineno="35" slineno="1-21" display="tab">
          <para/>WHEREAS, communism establishes a society where the state controls all aspects of  
          <ln numlevel="1" lineno="36" slineno="1-22"/>economic and social life, imposes totalitarian regimes resulting in a lack of incentives, and  
          <ln numlevel="1" lineno="37" slineno="1-23"/>erodes individual rights;
          <ln numlevel="1" lineno="38" slineno="1-24" display="tab">
          <para/>WHEREAS, history has unequivocally shown that individual freedoms, rights,  
          <ln numlevel="1" lineno="39" slineno="1-25"/>accountability, and democracy cannot coexist with a socialist or communist government; and
          <ln numlevel="1" lineno="40" slineno="1-26" display="tab">
          <para/>WHEREAS, it is imperative to recognize the importance of preserving the principles of the  
          <ln numlevel="1" lineno="41" slineno="1-27"/>free market, limited government, and individual liberty, which have been instrumental in  
          <ln numlevel="1" lineno="42" slineno="1-28"/>shaping the prosperity and success of our great nation:
          <ln numlevel="1" lineno="43" slineno="1-29" display="tab">
          <para/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah exalts  
          <ln numlevel="1" lineno="44" slineno="1-30"/>and celebrates the enduring principles of the United States Constitution, reaffirms our  
          <ln numlevel="1" lineno="45" slineno="1-31"/>commitment to the free market system, and condemns the destructive and oppressive nature of  
          <ln numlevel="1" lineno="46" slineno="1-32"/>socialism and communism.
          <ln numlevel="1" lineno="47" slineno="1-33" display="tab">
          <para/>BE IT FURTHER RESOLVED that the Legislature stands united in our dedication to  
          <ln numlevel="1" lineno="48" slineno="1-34"/>preserving the liberties and opportunities that have made the United States of America a  
          <ln numlevel="1" lineno="49" slineno="1-35"/>beacon of hope and prosperity for people around the world, and urges all citizens to remain  
          <ln numlevel="1" lineno="50" slineno="1-36"/>vigilant in the defense of these cherished principles.
          <ln numlevel="1" lineno="51" slineno="1-37" display="tab">
          <para/>BE IT FURTHER RESOLVED that copies of this resolution be sent to the Governor of the  
          <ln numlevel="1" lineno="52" slineno="1-38"/>state of Utah, the Speaker of the House of Representatives, the President of the Senate, and the  
          <ln numlevel="1" lineno="53" slineno="1-39"/>members of the Utah Congressional Delegation as an expression of the strong and unwavering  
          <ln numlevel="1" lineno="54" slineno="1-40"/>commitment of the state of Utah to the principles of freedom, democracy, and the free market.
