    <gdhead lineno="4">General Description:</gdhead>
    <gd numlevel="1" lineno="5" slineno="0-5">This resolution recognizes Utah as an incredible state for sports and entertainment and  
      <ln numlevel="1" lineno="6" slineno="0-6"/>supports efforts to bring a National Hockey League franchise to Utah.
    </gd>
    <hphead lineno="7">Highlighted Provisions:</hphead>
    <hp numlevel="1" lineno="8" slineno="0-8">This resolution:
      <hl numlevel="1" lineno="9" slineno="0-9" level="1">recognizes that Utah is the fastest growing state, has the strongest economy in the  
        <ln numlevel="1" lineno="10" slineno="0-10"/>United States, and is consistently ranked among the top three states to live and work in;
      </hl>
      <hl numlevel="1" lineno="11" slineno="0-11" level="1">recognizes the plethora of year-round attractions and amenities Utah has to offer locals  
        <ln numlevel="1" lineno="12" slineno="0-12"/>and visitors to the state alike;
      </hl>
      <hl numlevel="1" lineno="13" slineno="0-13" level="1">recognizes the world-wide reputation Utah has for hosting historically successful sports  
        <ln numlevel="1" lineno="14" slineno="0-14"/>and entertainment events such as the 2002 Olympic and Paralympic Winter Games and the  
        <ln numlevel="1" lineno="15" slineno="0-15"/>2023 NBA All-Star Game;
      </hl>
      <hl numlevel="1" lineno="16" slineno="0-16" level="1">recognizes that Utah is the ideal place for a National Hockey League franchise;</hl>
      <hl numlevel="1" lineno="17" slineno="0-17" level="1">recognizes that there is a great hockey legacy in Utah with the history of professional ice  
        <ln numlevel="1" lineno="18" slineno="0-18"/>hockey in the state dating back to 1969;
      </hl>
      <hl numlevel="1" lineno="19" slineno="0-19" level="1">recognizes that Utah offers an abundance of amazing locations where a state-of-the-art  
        <ln numlevel="1" lineno="20" slineno="0-20"/>hockey-specific arena can be constructed;
      </hl>
      <hl numlevel="1" lineno="21" slineno="0-21" level="1">recognizes the deep and successful history of professional sports teams and events in  
        <ln numlevel="1" lineno="22" slineno="0-22"/>Utah, and the strong community support for those teams and events;
      </hl>
      <hl numlevel="1" lineno="23" slineno="0-23" level="1">recognizes the many benefits and opportunities that a National Hockey League franchise  
        <ln numlevel="1" lineno="24" slineno="0-24"/>would provide to the state and its residents; and
      </hl>
      <hl numlevel="1" lineno="25" slineno="0-25" level="1">expresses strong support from the Legislature and the Governor to bring the National  
        <ln numlevel="1" lineno="26" slineno="0-26"/>Hockey League to the great state of Utah.

        economy,
        growing population, and rich sports history makes it

          <ln lineno="32"/>uniquely prepared to become home to a National Hockey League (NHL) franchise;
          <ln numlevel="1" lineno="33" slineno="1-3" display="tab">
          <para/>WHEREAS, reputable, third-party authorities consistently rank Utah highly for its fiscal  
          <ln numlevel="1" lineno="34" slineno="1-4"/>stability and job growth;
          <ln numlevel="1" lineno="35" slineno="1-5" display="tab">
          <para/>WHEREAS, in April 2023, the U.S. News and World Report ranked Utah as the best state  
          <ln numlevel="1" lineno="36" slineno="1-6"/>in the United States and the state with the best economy;
          <ln numlevel="1" lineno="37" slineno="1-7" display="tab">
          <para/>WHEREAS, in January 2024, WalletHub named Utah the best state in which to start a  
          <ln numlevel="1" lineno="38" slineno="1-8"/>business;
          <ln numlevel="1" lineno="39" slineno="1-9" display="tab">
          <para/>WHEREAS, in January 2024, Archbridge Institute called Utah the best environment for  
          <ln numlevel="1" lineno="40" slineno="1-10"/>social mobility;
          <ln numlevel="1" lineno="41" slineno="1-11" display="tab">
          <para/>WHEREAS, over the past decade, Utah has consistently been one of the fastest growing  
          <ln numlevel="1" lineno="42" slineno="1-12"/>states in terms of population and economic outlook;
          <ln numlevel="1" lineno="43" slineno="1-13" display="tab">
          <para/>WHEREAS, Utah has an extensive and rich sports history;
          <ln numlevel="1" lineno="44" slineno="1-14" display="tab">
          <para/>WHEREAS, currently, three leagues have successful franchises in Utah: the Utah Jazz of  
          <ln numlevel="1" lineno="45" slineno="1-15"/>the National Basketball Association (NBA), Real Salt Lake of Major League Soccer (MLS),  
          <ln numlevel="1" lineno="46" slineno="1-16"/>and the Utah Royals of the National Women's Soccer League (NWSL);
          <ln numlevel="1" lineno="47" slineno="1-17" display="tab">
          <para/>WHEREAS, Utah is home to the longest-running and largest youth basketball program in  
          <ln numlevel="1" lineno="48" slineno="1-18"/>the NBA, the Utah Jazz's Junior Jazz, with approximately 60,000 annual participants and more  
          <ln numlevel="1" lineno="49" slineno="1-19"/>than 2 million participants since its inception in 1983;
          <ln numlevel="1" lineno="50" slineno="1-20" display="tab">
          <para/>WHEREAS, Utah's sports legacy includes amazing scholar-athletes in major collegiate  
          <ln numlevel="1" lineno="51" slineno="1-21"/>athletic conferences, including the Big XII, PAC 12, Mountain West Conference, and Western  
          <ln numlevel="1" lineno="52" slineno="1-22"/>Athletic Conference;
          <ln numlevel="1" lineno="53" slineno="1-23" display="tab">
          <para/>WHEREAS, the world has continually been impressed with Utah when people from across  
          <ln numlevel="1" lineno="54" slineno="1-24"/>the globe flock to the state for events such as the Salt Lake 2002 Olympic and Paralympic  
          <ln numlevel="1" lineno="55" slineno="1-25"/>Winter Games, the 1993 and 2023 NBA All-Star Games, and Ultimate Fighting Championship  
          <ln numlevel="1" lineno="56" slineno="1-26"/>278 and Ultimate Fighting Championship 291;
          <ln numlevel="1" lineno="57" slineno="1-27" display="tab">
          <para/>WHEREAS, the vibrant sports infrastructure maintained throughout the state by the Utah  
          <ln numlevel="1" lineno="58" slineno="1-28"/>Olympic Legacy Foundation, the Utah Sports Commission, and others would be dramatically  
          <ln numlevel="1" lineno="59" slineno="1-29"/>enhanced by a new, state-of-the-art hockey arena;
          <ln numlevel="1" lineno="60" slineno="1-30" display="tab">
          <para/>WHEREAS, Utah is preparing to again host the world as the presumptive host of the 2034  
          <ln numlevel="1" lineno="61" slineno="1-31"/>Winter Olympic Games, including what are sure to be epic hockey contests;
          <ln numlevel="1" lineno="62" slineno="1-32" display="tab">
          <para/>WHEREAS, five national parks, 11 world-class ski resorts, and some of the best outdoor  
          <ln numlevel="1" lineno="63" slineno="1-33"/>attractions on earth, including the "Greatest Snow on Earth" can be found in Utah;
          <ln numlevel="1" lineno="64" slineno="1-34" display="tab">
          <para/>WHEREAS, Utah is the most family-friendly state with the youngest population, and  
          <ln numlevel="1" lineno="65" slineno="1-35"/>hockey in Utah has seen youth participation increase 17% in the past 10 years;
          <ln numlevel="1" lineno="66" slineno="1-36" display="tab">
          <para/>WHEREAS, despite having the 29th biggest media market in the country, Utah is  
          <ln numlevel="1" lineno="67" slineno="1-37"/>consistently in the top three for NBA local television ratings;
          <ln numlevel="1" lineno="68" slineno="1-38" display="tab">
          <para/>WHEREAS, Utah would create an amazing new destination for an NHL franchise, as it is  
          <ln numlevel="1" lineno="69" slineno="1-39"/>directly in line with the travel paths of many other NHL cities;
          <ln numlevel="1" lineno="70" slineno="1-40" display="tab">
          <para/>WHEREAS, the Delta Center, one of the most vibrant sports arenas in the United States, is  
          <ln numlevel="1" lineno="71" slineno="1-41"/>immediately available to serve as an interim host arena for an NHL franchise;
          <ln numlevel="1" lineno="72" slineno="1-42" display="tab">
          <para/>WHEREAS, Utah offers an abundance of desirable locations where a state-of-the-art,  
          <ln numlevel="1" lineno="73" slineno="1-43"/>hockey-specific arena can be constructed in the coming years, sparking an influx of jobs and a  
          <ln numlevel="1" lineno="74" slineno="1-44"/>massive economic impact for Utah and its residents;
          <ln numlevel="1" lineno="75" slineno="1-45" display="tab">
          <para/>WHEREAS, having an NHL franchise and corresponding arena would ensure the long-term  
          <ln numlevel="1" lineno="76" slineno="1-46"/>vitality and legacy of Utah, and create a plethora of benefits now and for future generations of  
          <ln numlevel="1" lineno="77" slineno="1-47"/>Utahns;
          <ln numlevel="1" lineno="78" slineno="1-48" display="tab">
          <para/>WHEREAS, Utah has a great hockey legacy, dating back to 1969 with the debut of the Salt  
          <ln numlevel="1" lineno="79" slineno="1-49"/>Lake Golden Eagles of the Western Hockey League;
          <ln numlevel="1" lineno="80" slineno="1-50" display="tab">
          <para/>WHEREAS, the Salt Lake Golden Eagles operated for 25 years, winning two regular  
          <ln numlevel="1" lineno="81" slineno="1-51"/>season titles, three division titles, and two Turner Cups;
          <ln numlevel="1" lineno="82" slineno="1-52" display="tab">
          <para/>WHEREAS, in 1995, professional hockey returned to Utah, when the Denver Grizzlies of  
          <ln numlevel="1" lineno="83" slineno="1-53"/>the International Hockey League became the Utah Grizzlies;
          <ln numlevel="1" lineno="84" slineno="1-54" display="tab">
          <para/>WHEREAS, the Utah Grizzlies won the Turner Cup in its inaugural season in Utah;
          <ln numlevel="1" lineno="85" slineno="1-55" display="tab">
          <para/>WHEREAS, today, the Utah Grizzlies continue to boast an avid fan base as a part of the  
          <ln numlevel="1" lineno="86" slineno="1-56"/>East Coast Hockey League (ECHL), and is an affiliate team of the NHL's Colorado Avalanche;
          <ln numlevel="1" lineno="87" slineno="1-57" display="tab">
          <para/>WHEREAS, Utah has loyal and passionate fans who are wildly supportive of local sports  
          <ln numlevel="1" lineno="88" slineno="1-58"/>teams, giving strong home-court and home-field advantage to the Utah Jazz, Real Salt Lake,  
          <ln numlevel="1" lineno="89" slineno="1-59"/>Utah Royals, Salt Lake City Stars, Real Monarchs, and other professional and college sports  
          <ln numlevel="1" lineno="90" slineno="1-60"/>teams;
          <ln numlevel="1" lineno="91" slineno="1-61" display="tab">
          <para/>WHEREAS, the Smith Entertainment Group led by Ryan and Ashley Smith brings  
          <ln numlevel="1" lineno="92" slineno="1-62"/>unparalleled passion, dedication, and expertise for bringing the NHL to Utah;
          <ln numlevel="1" lineno="93" slineno="1-63" display="tab">
          <para/>WHEREAS, the Smith Entertainment Group is well positioned to continue to invest in Utah  
          <ln numlevel="1" lineno="94" slineno="1-64"/>as a major sports and entertainment destination due to their experience owning and managing  
          <ln numlevel="1" lineno="95" slineno="1-65"/>three professional sports franchises in Utah;
          <ln numlevel="1" lineno="96" slineno="1-66" display="tab">
          <para/>WHEREAS, sports have the unique power to bring people from all different backgrounds  
          <ln numlevel="1" lineno="97" slineno="1-67"/>together;
          <ln numlevel="1" lineno="98" slineno="1-68" display="tab">
          <para/>WHEREAS, Utah is the most giving state in the country, and Utahns are committed to  
          <ln numlevel="1" lineno="99" slineno="1-69"/>giving back to their community by making deep investments to support each other and people  
          <ln numlevel="1" lineno="100" slineno="1-70"/>around the world through a variety of philanthropic endeavors;
          <ln numlevel="1" lineno="101" slineno="1-71" display="tab">
          <para/>WHEREAS, countless individuals, companies, and organizations have expressed their  
          <ln numlevel="1" lineno="102" slineno="1-72"/>enthusiasm and support for an NHL franchise in Utah;
          <ln numlevel="1" lineno="103" slineno="1-73" display="tab">
          <para/>WHEREAS, a new, state-of-the-art hockey arena will be activated year-round, providing  
          <ln numlevel="1" lineno="104" slineno="1-74"/>another home to professional hockey, as well as concerts, events, conferences, and other  
          <ln numlevel="1" lineno="105" slineno="1-75"/>sports, entertainment, education, and cultural activities; and
          <ln numlevel="1" lineno="106" slineno="1-76" display="tab">
          <para/>WHEREAS, an NHL franchise in Utah would be a strong and welcome economic,  
          <ln numlevel="1" lineno="107" slineno="1-77"/>educational, and cultural benefit to the entire state:
          <ln numlevel="1" lineno="108" slineno="1-78" display="tab">
          <para/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah supports  
          <ln numlevel="1" lineno="109" slineno="1-79"/>the efforts of Smith Entertainment Group in the pursuit of bringing the National Hockey  
          <ln numlevel="1" lineno="110" slineno="1-80"/>League to the great state of Utah.
          <ln numlevel="1" lineno="111" slineno="1-81" display="tab">
          <para/>BE IT FURTHER RESOLVED that the Legislature supports the Smith Entertainment  
          <ln numlevel="1" lineno="112" slineno="1-82"/>Group's efforts, knowing "you miss 100% of the shots you don't take."
