State Impact:
The provisions of this bill could increase costs to the State and to individuals. Some of these expenses may be offset by increased federal funds.
This bill requires an appropriation of $234,400 from the Commerce Service Fund to the Department of Commerce. A portion of this appropriation ($113,300) is for
additional legal services through the Attorney General's Office. One-time funds of $224,100 may be required to create a new database. This can be appropriated from
Beginning Balances of the Commerce Service Fund. Additional funding of $65,100 must also be appropriated to the Division of Youth Corrections. Funding is from General
Fund and Federal Funds.
Appropriations from the Commerce Service Fund affect the amount available for transfer to the General Fund.

Individual and Business Impact:
There may be some additional expense for pharmacies to collect and report data. The additional amount will vary depending on the pharmacy's current system and the
requirements established by the Department of Commerce. Generally, this could increase the cost of prescribing psychiatric medications. It is assumed any additional
costs will be passed on to insurance companies and consumers.
