No direct state fiscal impact. Local impacts are difficult to estimate because of the permissive language in the bill. If a local government opts to require 24 hour security on a facility located within 1,000 feet of a school that does not already provide 24 hour security, the estimated cost would be $105,100 per facility. These costs could be absorbed by the provider or passed through to the county substance abuse authority.

Business impacts are dependant on local governments opting to require 24 hour security on facilities within 1,000 feet of a school. Estimated cost per treatment facility is $105,100 based on $12 per hour, 24 hours a day.
