Function The 2008 Legislature established the DFCM Planning Fund line item to authorize appropriations into or out of the fund. Statutory Authority UCA 63A-5-211 requires the Planning Fund to be used to make payments for engineering, architectural, and other planning expenses necessary to make a meaningful cost estimate of any facility or improvement with a demonstrable or immediate need. The DFCM director may make expenditures from the fund to provide planning information to the Building Board, the governor, and the Legislature, up to a maximum of $350,000 in outstanding commitments. The amount paid is credited to the Planning Fund when the Legislature appropriates money for any project for which planning costs were previously paid from the Planning Fund. Funding Detail During the 2008 General Session the Legislature moved $551,000 from the Capital Projects Fund to the Planning Fund.
