INITIATIVE ON GOVERNMENT IMPROVEMENT AND EXECUTIVE EDUCATION
TOP Performer of the Year
The Initiative on Government Improvement and Executive Education at the University of Utah's David Eccles School of Business awarded Jonathan Ball the 2024 TOP Performer of the Year award. Jonathan was honored for his service as the Legislative Fiscal Analyst, his commitment to best practices in managing government operations, and his ongoing pursuit of top performance. His impact was recognized by the Speaker of the House, Mike Schultz, who noted that "the impact Jonathon Ball has left on the state of Utah cannot be understated. His guidance, diligence, and forward-thinking mentality has helped the Legislature make decisions that have put Utah in an enviable position with a strong and stable economy, well-funded rainy-day funds, and the best economic outlook – among many other accolades. We are lucky to have Jon – he’s the very best of the best!”
NATIONAL CONFERENCE OF STATE LEGISLATURES
Excellence in Evaluation Award
The National Legislative Program Evaluation Society (NLPES), a staff group of the National Conference of State Legislatures, awarded the Office of the Legislative Auditor General (OLAG) the Excellence in Evaluation award. This award is presented to one legislative office in the nation that has made significant contributions to the field of performance auditing. NLPES recognized OLAG’s effort to improve messaging, more thoroughly follow up on recommendations, and improve communication with legislators and legislative leadership.

NATIONAL CONFERENCE OF STATE LEGISLATURES
Legislative Staff Achievement Award
The standing committee chairs of the National Conference of State Legislatures (NCSL) awarded Andrea Wilko, Chief Economist, Office of the Legislative Fiscal Analyst, their 2023 Legislative Staff Achievement Award. This award is presented annually and aims to recognize excellence in service to state legislatures and those determined to strengthen their legislative institutions. Awarded during the NCSL Annual Summit in Indianapolis, the presenter recognized Andrea for help leading a team of economists that support the Legislature through long-term planning efforts, including budget stress testing, volatility analysis, tax change analysis and long-term budget development over her 30 years of service at LFA.

Legislative Staff Achievement Award
The Research, Editorial, Legal and Committee Staff (RELACS) awarded John Fellows, General Counsel, Office of Legislative Research and General Counsel, their 2022 Legislative Staff Achievement Award. This award is presented annually and recognizes a legislative staff member who has provided outstanding service to the legislative process and who has been active in the network. In presenting the award, RELACS highlighted John's expertise in election law, legislative process, and other topics and recognized how highly respected he is not just for his legal mind, but for his kindness and sincerity.

Legislative Staff Achievement Award
The Research, Editorial, Legal and Committee Staff (RELACS) awarded Mark Andrews, policy analyst, Office of Legislative Research and General Counsel, their 2020 Legislative Staff Achievement Award. This award is presented annually and recognizes a legislative staff member who has provided outstanding service to the legislative process and who has been active in the network. In presenting the award, RELACS highlighted Mark's integrity and commitment to public service, noting his methodical approach to problem solving.

LEGISLATIVE EDUCATION STAFF NETWORK
Legislative Staff Achievement Award
The Legislative Education Staff Network (LESN), a joint education staff association between the National Conference of State Legislatures and the Education Commission of the States, awarded Ben Leishman, Finance Manager, Office of the Legislative Fiscal Analyst their 2019 Staff Achievement Award. This award is presented annually and recognizes a legislative staff member who has provided outstanding service to the legislative process and who has been active in the network. In presenting the award, LESN highlighted Ben's 20 years of service to the Legislature. Ben has developed a vast knowledge of Utah's education system and applied this knowledge to support legislators, fellow staff members, LESN colleagues, and inform the public.
NATIONAL CONFERENCE OF STATE LEGISLATURES
Legislative Staff Achievement Award

This award is presented annually and recognizes Jonathan's 21 years of excellence in supporting the work of Utah's Legislature. Awarded during the Salute to Legislative Staff Luncheon at the 2019 Legislative Summit in Nashville, Tennessee, the presenter recognized Jonathan for his service to NCSL and its staff sections, the institution of the Legislature, and leadership and support of legislative staff.
DEPARTMENT OF TECHNOLOGY SERVICES
Visionary Award
The Utah Department of Technology Services and Government Technology magazine presented their Visionary Award to Thomas Young and Chase Loftis for the Legislature's redesigned budget website, budget.utah.gov, at the annual Utah Digital Government Summit. State CIO, Make Hussey, stated that “budget.utah.gov provides concise and useful budget information that is very transparent and user friendly. Not only does the site provide for greater insights, but also contributes to a digital environment that promotes better decision-making by ensuring that lawmakers have access to information and data that is complete, timely, and well organized.”
2018
UTAH ETHICAL LEADERSHIP AWARD FOR GOVERNMENT
On September 7, 2018, Legislative Auditor General, Legislative Fiscal Analyst, and Legislative Research and General Counsel offices recieved the Utah Ethical Leadership Award for Government. The award recognizes organizations that embody the principles of the Daniels Fund Ethics Initiative, which are integrity, trust, accountability, transparency, fairness, respect, rule of law, and viability.
2017
NATIONAL LEGISLATIVE PROGRAM EVALUATION SOCIETY EXCELLENCE IN RESEARCH METHODS AWARD
The Utah Office of the Legislative Auditor General (OLAG) received the 2017 Excellence in Research Methods Award from the National Legislative Program Evaluation Society (NLPES), a staff section within the National Conference of State Legislatures (NCSL). This award is a reflection of the strength of the audit environment created by the Utah Legislature combined with the experience and strength of a committed audit staff.
AMERICAN SOCIETY FOR PUBLIC ADMINISTRATION – UTAH CHAPTER G. HOMER DURHAM DISTINGUISHED SERVICE AWARD FOR AN APPOINTED OFFICIAL
Utah's chapter of the American Society for Public Administration presented Jonathan Ball with the G. Homer Durham Distinguished Service Award for and Appointed Official. Durham was a renowned and well-respected academic who served as President of the University of Arizona and was the first commissioner for the Utah System of Higher Education. The Durham Award honors appointed officials who serve with honor and integrity.

LEGISLATIVE STAFF ACHIEVEMENT AWARD
American Society of Legislative Clerks and Secretaries (ASLCS)
The American Society of Legislative Clerks and Secretaries recognized Sandra D. Tenney for her many years of dedicated service to the Utah Legislature, ASLCS, and NCSL. Sandy began her legislative career in 1985, and over the years, her hard work was rewarded with positions of increasing responsibility. Prior to her appointment as Chief Clerk of the Utah House of Representatives in 2005, Sandy served as Manager of Printing Services, Manager of Senate Services, and as the Senate Reading and Amending Clerk. A member of ASLCS since 1999, Sandy has served on the Executive Committee and as an officer and member of numerous ASLCS standing committees. Sandy epitomizes the qualities of an excellent clerk: dedication to the legislative institution, thorough knowledge of parliamentary procedure, service to all members in equal measure, a commitment to improving the legislative process, and an eagerness to assist her colleagues and to contribute to the goals of the Society. She has earned the respect of Utah's legislative family and of her colleagues across the United States and its territories.
AMERICAN SOCIETY OF LEGISLATIVE CLERKS AND SECRETARIES LEGISLATIVE STAFF ACHIEVEMENT AWARD
The American Society of Legislative Clerks and Secretaries recognized Janice A. Gadd with a Legislative Staff Achievement Award. The society specifically recognized Janice's dedication to the Utah Legislature, her tireless work to find ways to improve workflow and improve efficiency, and her service as associate vice president of ASLCS. Society member's also noted Janice's regular willingness to be a panelist, facilitator, or moderator at ASLCS professional development events. Janice has worked for the Utah House of Representative for over 30 years and currently manages Legislative Printing and the Legislative Bill Room.
NATIONAL CONFERENCE OF STATE LEGISLATURES STEVEN D. GOLD AWARD FOR EXCELLENCE IN PUBLIC FINANCE
The National Association of State Legislatures awarded Jonathan Ball the Steven D. Gold Award at NCSL's Capitol Forum in Washington, DC. The Gold Award honors individuals who have made significant contributions to the field of state and local finance, especially those that erase boundaries between academics and public policy. The award was established in 1997 in the memory of Steven D. Gold, an accomplished economist, academic and public finance expert. Gold was an active member of NCSL, the National Tax Association and the Association for Public Policy Analysis and Management. It is given each year by one of these organizations on a three-year rotation.

LEGISLATIVE STAFF ACHIEVEMENT

RESEARCH AND COMMITTEE STAFF SECTION
(RACSS)
At the NCSL 2015 Legislative Summit in Seattle, the Research and Committee Staff Section proudly recognized Bryant Howe, Assistant Director in the Office of Legislative Research and General Counsel, for his outstanding contributions to the Utah Legislature, RACSS, and NCSL. Bryant has actively planned and participated in RACSS programs, seminars, and webinars. Some of Bryant's NCSL work has included service on the NCSL Health and Human Services Committee, the Medicaid Legislative Staff Network, the Children Youth and Families Committee, and the Task Force on Developmental Disabilities. Bryant also taught for seven years at the NCSL Skills Development Seminar, has previously served in elected leadership capacities in RACSS, and was recognized in 2003 with his first NCSL Staff Achievement Award.

LEADERSHIP STAFF SECTION (LSS)
At the NCSL 2015 Legislative Summit in Seattle, the Leadership Staff Section recognized Jen Jankowski, Utah House, for her contributions as legislative staff director of Utah's House Minority Caucus and for her enthusiastic contributions to NCSL. Jen has been an active participant in the Leadership Staff Section and has served as the LSS PDS chair. Jen's knowledge of emerging issues coupled with her organizational skills and initiative have motivated the House Minority Caucus members to move legislation forward each session, and her leadership and program development skills have inspired House Minority session interns to optimize their energy, time, and efforts.

Brian J. Bean, policy analyst in the Office of Legislative Research and General Counsel was recognized for the most innovative presentation and supporting documents that he authored: A Modern Correctional Facility for Utah and Answers Vol. 1 (PDF), Vol. 2 (PDF), Vol. 3a (PDF), Vol. 3b (PDF), and Vol. 3c (PDF). Brian accepted the two awards at the LRL Annual Business Meeting.

2014
ONLINE DEMOCRACY AWARD
NATIONAL ASSOCIATION OF LEGISLATIVE INFORMATION TECHNOLOGY (NALIT),
LEGISLATIVE INFORMATION AND COMMUNICATIONS STAFF SECTION (LINCS)
Once again, the Utah Legislature website is recognized as best in the nation, the first legislature to receive this award incepted in 2005. The NCSL Online Democracy Award recognizes a state legislative website that stands out for making democracy user-friendly. Judged based on design, content, and technology, NCSL recognizes the Utah Legislature website as an example for other legislatures in its delivery of public information to their constituents. A web team was created in 2012 to take responsibility for the website consisting of staff representatives from each of Utah's legislative offices (Senate, House, Office of Legislative Research and General Counsel, Office of Legislative Fiscal Analyst, and Office of Legislative Auditor General). Accepting the award at the 2014 NCSL Legislative Summit on behalf of the Utah Legislature were Senate President Wayne Niederhauser and House Speaker Rebecca Lockhart.

LEGISLATIVE STAFF ACHIEVEMENT
AWARD
NATIONAL ASSOCIATION OF LEGISLATIVE FISCAL OFFICES (NALFO)
Russell Frandsen, Office of Legislative Fiscal Analyst, is the recipient of this year's award. Recognized for being instrumental in providing cost estimates for the significant policy issue of Medicaid expansion and promoting the role of fiscal staff in the legislative process by leading an in-depth study of Utah's "off-budget" funds and operations, Russell's report helped the Utah Legislature close some funds that had outlived their purposes, bring other funds on budget, make statutory changes governing some funds, and require increased reporting to the Legislature.

At the NCSL 2012 Legislative Summit in Chicago, the Legislative Health Staff Network recognized Mark Andrews, Office of Legislative Research and General Counsel for his excellent service in expanding a solid base of knowledge among legislative staff, helping to design structures and processes for exchanging information for legislative health policy staff to be more effective, and for helping to create a network of colleagues and experts in the field fostering cooperative efforts to guide health policy.

LEGISLATIVE STAFF ACHIEVEMENT
AWARD
NATIONAL ASSOCIATION OF LEGISLATIVE INFORMATION TECHNOLOGY (NALIT)
At NCSL's Annual Summit in Louisville, Kentucky, the NALIT Staff Section recognized the team of Mark Allred (OLRGC), Richard Amon (LFA), and Stan Eckersley (LFA) of the Utah State Legislature for their fiscal notes software redesign. The new system shortened the fiscal notes turn-around deadline from 72 hours to 24 hours, speeding the processes by which bills are assigned to committees and allowing bill sponsors to have fiscal notes available before presenting bills to a standing committee or on the floor.

NATIONAL LEGISLATIVE PROGRAM EVALUATION SOCIETY (NLPES)
The Office of the Legislative Auditor General (OLAG) received the 2009 Excellence in Evaluation Award from the National Legislative Program Evaluation Society (NLPES), a staff section within the National Conference of State Legislatures (NCSL). House Speaker David Clark accepted this award on behalf of OLAG at the 2009 NCSL Legislative Summit in Philadelphia.
Each year, NLPES gives the Excellence in Evaluation award to the office determined to have contributed the most to the field of legislative program evaluation during a four-year period. NLPES selects the recipient of this award based on the following criteria: (1) the body of work produced by the office, (2) the impact this work has had on state operations and policies, and (3) the ways that the office has furthered the field of legislative evaluation.

NATIONAL LEGISLATIVE PROGRAM EVALUATION SOCIETY (NLPES)
The Office of Legislative Auditor General was also recognized at the 2009 Legislative Summit for individual impact regarding the release of Report 2008-11: A Performance Audit of School Busing (PDF).
The Impact Award is given to offices who released an audit report in 2007 or 2008 which had documented policy impact in two or more of the following areas: (1) dollar savings from implemented recommendations, (2) program improvements as a result of implementing audit recommendations, (3) impacts from the legislature's perspective, (4) impacts from the public's perspective, or (5) impacts from other organizations' perspectives.

NCSL CERTIFICATE OF RECOGNITION
IMPACT AWARD
NATIONAL LEGISLATIVE PROGRAM EVALUATION SOCIETY (NLPES)
The Office of Legislative Auditor General was recognized for Report 2006-12 "A Performance Audit of the Utah Department of Corrections" (PDF) and presented with this distinguished award at the NCSL's 2007 State Legislative Summit in Boston. This award is given to outstanding audit reports that have a significant impact upon state government and the organization audited. This report identified major concerns with management practices, problems that demonstrated favoritism, and a lack of oversight over the department's training program. All issues identified in the report were quickly acted upon by the Governor's Office and the department. The report resulted in major changes in the organization's structure and in the department's operating policies and procedures.

NCSL STAFF ACHIEVEMENT AWARD
RESEARCH AND COMMITTEE STAFF SECTION (RACSS)
NCSL recognized the Office of Legislative Research and General Counsel as an honoree for its publication of Utah State Government -- A Citizens Guide. RACSS presented the award to the office at the NCSL Annual Meeting in Nashville stating that the guide serves as an excellent model for other states and that staff are most deserving of the award.

NCSL ONLINE DEMOCRACY AWARD
NATIONAL ASSOCIATION OF LEGISLATIVE INFORMATION TECHNOLOGY (NALIT)
The Utah Legislature Web site is recognized as best in the nation. The NCSL Online Democracy Award recognizes a state legislative Web site that stands out for making democracy user-friendly. The Utah Legislature Web site, the first Web site to receive this award, was selected for outstanding achievement in the use of design, content, and technology to bring democracy closer to the citizens of Utah. Of specific note is its use of RSS feeds and audio/video streaming of legislative activity. The design is simple and effective in user navigation. NCSL recognizes the Utah Legislature Web site as an example for other legislatures to follow in using Web technology to deliver public information to their constituents. Accepting the award at the 2005 NCSL Annual Meeting & Exhibition on behalf of the Utah Legislature were Mike Christensen, director, and Mark Allred, IT manager, both of the Office of Legislative Research and General Counsel.

CHIEF INFORMATION OFFICER AWARD FOR DIGITAL DEMOCRACY
Among the 2004 Chief Information Officer Awards for outstanding accomplishment in e-government initiatives exemplifying best practices in design and implementation of customer focused information technology services, Governor Olene Walker recognized the Office of Legislative Research and General Counsel for best practices in online tracking of legislation.
