Dear Rep. Rebecca Chavez-Houck and Rep. Joel K. Briscoe,      (two at a time, work together)

the only way to get your help is to show you both; plainly the crimes against Utah voters is easy to prove in any court of law, that actually uses the facts on hand and gives weight to those facts.
These two DESERET NEWS COMMENTS; should make things clear to your mind. Each of you must give confirmation of your beliefs in writing to honor your oaths;
your responsibility is to ask Utah Attorney General Sean Reyes his opinion, get that opinion in writing and share that information with the House Ethics Committee and the public. The "Survey for Public Officials" is the best way to get an opinion in writing this day. This is a yes or no answer for both of you and our attorney general. He must have an opinion on this clear ethics violation that has never been lawful. And you must have an opinion yourself. Decide what is lawful and return signed survey to me and the public, who you serve.
(email  received reply with or without comments please, if you would like to discuss at your offices I would be glad to.)
Sincerely,

If every elected official truly represented its voters:  Decisions  made would be in the best interests of the people.  Right now we have a corrupt system that allows bribery from the highest bidder to rule government. Political contributions that fit the legal description of bribery break our laws. Because most all public offices accept money that was given for special treatment, none of the elected officials want to open that can of worms.
What they don't understand is  "They are the worms."
Corporations under corporate mission laws, violate state/federal Bribery Law.
So far no county, state or federal agency is willing to do their jobs with a legally filed criminal complaint against officials receiving and using funds given with the intent to commit bribery. We the people must raise our voices if we expect our laws to be defended.
Law-enforcement can't make themselves honor their oath of office, neither can Utah Senate and House members, or the Utah Supreme Courts, or SL county D.A., or SLC-FBI/DOJ, or Utah State Bar, or House Ethics Committee, or SLC police Dept., or we the people.
We cannot be sheep and expect to be treated like human beings.   (3-8-2014)

"Deseret News comment on:
Gov. Herbert: I'm an 'action figure' on Medicaid expansion issue."
 (3-12-2014)
Dear Governor Gary R. Herbert, Utah House and Senate membership: if you received funding of any kind and then have responsibility ,under your office, for oversight or laws that might favor them, you must  recuse yourself from that vote or committee. and say why to the public.  What was permitted in the past was unlawful. and a clear violation of voter equality:

bribery is a crime. If you our Utah Governor took money from medical/hospital institutions and then support laws or contracts that help them make money that is clearly bribery. So open your oath bound mouth Governor Herbert and commit on this truth of law. Give them back their money and serve the people of Utah instead of the highest bidders. Ask UAG Sean Reyes  if this logic is correct if your personal ethics does not confirm it for you without some help?

We the people must tell our elected officials to be ethical in all of their duties under oath of office or they won't do it.      Do not be sheep and expect to have your rights protected. Open your mouths if you agree with my assessment of our bribery driven government. And it will change.

Sincerely,

Have a debate with me against any experts who believe:  corporate political donations as freedom of speech justifies their intent to commit  bribery, N/C.
This is the survey that is attached for easy printing for your use Utah House of Representative Member.

Dear Governor Gary R. Herbert, Utah Senate, Utah House and  Utah Attorney General Sean Reyes:

The question is simple and straight forward:
Is the act of giving or receiving gifts or promises with the intent to influence a public official unlawful?
Answer the 1 question survey and honor your oath of office. Please return survey to me?
If intent is provable beyond any reasonable doubt: then such practices must be prosecuted, bribery is a crime against our citizen membership.
Gross misconduct and ethics violations are the least of the charges that should and must be fully investigated/prosecuted by those having authority over such inexcusable behaviors as to accepting or supporting bribery. Bribery is unlawful. The law of bribery is an act against citizen voter equality. Equality of voter powers is the cornerstone of our democracy under a constitution.
We have been silent, those of us who are under constitutional oath of office. Never again can we allow our rules of conduct to be openly violated without voicing our objection in the most vigorous  ways at our disposal. We are citizens of the United States of America and by law, constitutional law, must defend each other's rights to the fullest extent available, within the laws we swore to uphold.

I am a public official under oath and must have an opinion about the use of money or promises to influence any public official in the discharge of his or her public or legal duties.

I agree that corporate political contributions are not lawful and violate state and federal bribery statutes because of "corporate mission laws" that protect share holders funds; funds must  be spent on profit, potential profit or humanitarian expenditures only. So intent cannot be freedom of speech but seeking influence for profit.

BRIBERY:  The offering, giving, receiving, or soliciting of something of value for the purpose of influencing the action of an official in the discharge of his or her public or legal duties............unlawful by constitutional Equality Under All Laws.. (created Feb. 14, 2014)

END OF SURVEY .....below are emails between Rep. Menlove and myself. for her to say she cannot assist me in these issues, is in fact a ethics violation against her oath of office. I believe she truly wants to honor her oath but is compelled by fear to remain silent. Fear does not justify ethics violations against voter rights that are known by elected officials.

Thank you  Rep. Ronda R Menlove,   for taking the time to reply.
I would do just about anything , within the law, to help the voters to end the unlawful practices that go on now both here in Utah and every other state in the Union. No professors of law at the U. of Utah or BYU will even consider the debate an my arguments are sound.
If you saw the look on their faces, they look either lost or confused about a simple principle of law, rules for intent to commit bribery.
I did get one impromptu debate at the U with last year law students and their efforts to defend status quo made them look stupid. But I did not call them that, I did point out that this debate is not covered in any class. And it can't, if it does laws will be challenged and status quo will truly be at risk, which is a very good thing. Crimes should not be tolerated by we the people.

The debate about corporations, under mission laws, has never been given a chance for the facts to be used and given weigh by
legal experts and elected officials much less the public.
I have tried over and over with professors, lawyers, and elected officials like you. I know in your heart you would like to see this
unconstitutional practice ended. If you could take the survey, print it and walk over to our UAG Sean Reyes and get him to sign
on which ever is his beliefs about corporations, under corporate mission laws, use of money to fund public officials elections, you then would have our leading legal expert's opinion and I would have either his support or the grounds to file a complaint against him with the Utah State Bar.  No body wants to sign the Survey because that might begin the legal process of ending our corrupt political system nationwide.
I would run for any office just so I could have the chance to give the public the facts and logic so they could make informed decisions about voter equality and the use of money with clear intent to receive some benefits for those expenditures. Otherwise those corporations would be violating their oath to share holders and even be committing fraud or embezzlement.
Also attorney's know this principle and do not have to be a corporate attorney to understand what I just explained to you.
Thank you again for trying to help.
pint the pdf. survey, and get Sean Reyes to commit to an answer in writing.
then scan and email it to me.   Also if any group of Representatives and Senators would like me to demonstrate the legal grounds in a debate/discussion I would be so happy to do this. We only need a room with a blackboard. So the facts can be reviewed while the discussion takes place.
Sincerely,
Jonathan L. Peterson     2086501346
