6 A RESOLUTION OF THE HOUSE OF REPRESENTATIVES ENCOURAGING THE STATE
7 BOARD OF EDUCATION AND LOCAL BOARDS OF EDUCATION TO COLLABORATE
8 WITH SCHOOL ADMINISTRATORS AND TEACHERS IN DEVELOPING AND
9 PROMOTING PROGRAMS TO ADDRESS THE NEEDS OF GIFTED STUDENTS.
10 Be it resolved by the House of Representatives of the state of Utah:
11 WHEREAS many gifted children exhibit social and emotional difficulties at a rate above
12 that found in the population of school children at large;
13 WHEREAS the extensive range of abilities in a classroom dictates that many learning
14 activities are much less rigorous than a gifted student requires;
15 WHEREAS the gifted child's unique learning needs present numerous teaching problems
16 that require highly differentiated curriculum and well-trained teachers;
17 WHEREAS many teachers do not have the specialized training needed to accommodate
18 the different learning needs of gifted children;
19 WHEREAS most academically talented students have usually mastered more than half of
20 the elementary school curriculum before it is offered to them; and
21 WHEREAS many of Utah's gifted students fail to achieve in school at a level
22 commensurate with their abilities:
23 NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the state
24 of Utah encourage the State Board of Education and local boards of education to collaborate with
25 school administrators and teachers in developing and promoting programs to address the crucial
26 needs of gifted students.
27 BE IT FURTHER RESOLVED that the House of Representatives encourage the
1 development of programs that will raise curriculum standards and levels of performance for gifted
2 students.
3 BE IT FURTHER RESOLVED that copies of this resolution be sent to the State Board of
4 Education and each local school board in the state of Utah.
