6 A CONCURRENT RESOLUTION OF THE LEGISLATURE AND THE GOVERNOR
7 CALLING FOR THE INTEGRATION OF UTAH TOMORROW PRINCIPLES INTO
8 GOVERNMENTAL PROCESSES.
9 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
10 WHEREAS the Utah Tomorrow Strategic Planning Committee is statutorily responsible
11 for recommending to the Legislature and to the governor an ongoing and comprehensive strategic
12 planning process for Utah;
13 WHEREAS the Utah Tomorrow Strategic Plan is designed to move all levels of
14 government from a reactive method of setting and implementing public policy to a proactive
15 approach;
16 WHEREAS in its annual publication the Utah Tomorrow Strategic Planning Committee
17 established clear vision statements, goals, objectives, and performance measures to gauge process
18 towards the goals which will be refined and updated as the challenges Utah faces change;
19 WHEREAS the Utah Tomorrow Strategic Plan provides essential information as to where
20 Utah is and where it should be going in the future that is critical to the decisions made during the
21 executive budgeting and legislative appropriations process;
22 WHEREAS the future needs of Utah, as reflected in the Utah Tomorrow Strategic Plan,
23 should be considered by legislators and all involved in proposing, evaluating, and discussing
24 potential legislation;
25 WHEREAS the principles of the Utah Tomorrow Strategic Plan can successfully be
26 implemented if all levels of government including state and political subdivisions accept
27 responsibility for its implementation:
1 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
2 Governor concurring therein, urge that the state executive and legislative branches actively use the
3 Utah Tomorrow Strategic Plan during the budgeting and legislative appropriations process as a
4 source of evaluation and guidance.
5 BE IT FURTHER RESOLVED that the Legislature of the state of Utah, the Governor
6 concurring therein, encourage legislative standing committees and all legislators to thoughtfully
7 consider the Utah Tomorrow Strategic Plan when reviewing and voting on proposed legislation.
8 BE IT FURTHER RESOLVED that the Legislature of the state of Utah, the Governor
9 concurring therein, urge local governments to cooperate in the implementation of the Utah
10 Tomorrow Strategic Plan's vision statements, goals, objectives, and performance measures and to
11 actively use the Utah Tomorrow Strategic Plan in designing and implementing their own strategic
12 plans.
