5    AN ACT RELATING TO PERSONNEL MANAGEMENT; ESTABLISHING A QUALITY
6    SERVICE AWARD; CREATING A PANEL OF EXAMINERS; AND DEVELOPING RULES
7    FOR THE PROGRAM'S ADMINISTRATION.
8    This act affects sections of Utah Code Annotated 1953 as follows:
9    ENACTS:
10         67-19-6.4, Utah Code Annotated 1953
11    Be it enacted by the Legislature of the state of Utah:
12        Section 1. Section 67-19-6.4 is enacted to read:
13         67-19-6.4. Responsibilities of director.
14        (1) The director shall:
15        (a) establish a Utah Quality Service Award program for small to medium work units; and
16        (b) create a panel of examiners to rate nominations for the award.
17        (2) When requested by the director:
18        (a) each agency with more than 800 employees shall annually provide three evaluators who
19    meet the criteria established in Subsection (3); or
20        (b) each state agency with 800 or less employees shall provide one evaluator who meets
21    the criteria established in Subsection (3).
22        (3) State employees selected to be an evaluator shall:
23        (a) have knowledge about the principles of organizational development and improvement;
24        (b) have knowledge about the quality award criteria contained in the National h MALCOLM h
24a     Baldrige
25    Award or similar quality award programs;
26        (c) have knowledge about team process and consensus decision-making; and
27        (d) posses h [ [ ] demonstrable [ ] ] [ DEMONSTRATABLE ] h writing and communication

1        (4) The panel of examiners, in cooperation with the director, shall develop rules for
2    administration of the program using the existing Utah Quality Service Award program as a model.
