5    AN ACT RELATING TO PUBLIC EDUCATION; PROVIDING FOR A STATEWIDE
6    STUDENT ASSESSMENT PROGRAM IN THE TENTH GRADE TO FACILITATE
7    STUDENT EDUCATION AND CAREER PLANNING; AND PROVIDING FOR AN
8    EVALUATION OF THE PROGRAM.
9    This act affects sections of Utah Code Annotated 1953 as follows:
10    ENACTS:
11         53A-1-611, Utah Code Annotated 1953
12    Be it enacted by the Legislature of the state of Utah:
13        Section 1. Section 53A-1-611 is enacted to read:
14         53A-1-611. Education and career planning assessment.
15        (1) The State Board of Education shall:
16        (a) require an assessment program in the tenth grade in each school district to facilitate
17    student education and career planning;
18        (b) require the State Office of Education to submit and recommend a student education
19    and career planning assessment device to the board for approval, adoption, and distribution to each
20    school district.
21        (2) School districts shall use the assessment device required under Subsection (1) to:
22        (a) provide a statewide profile of student abilities and career and educational interests;
23        (b) provide critical information to students, parents, counselors, and district and state-level
24    program managers in implementing guidance services for students; and
25        (c) assist each tenth grader to plan for the last two years of high school as well as job
26    preparation and post-secondary education or both.
27        (3) (a) School districts shall implement the assessment program during the 1997-98 school


1    year.
2        (b) Each district shall provide for distribution of the information obtained from its
3    assessment program to students, parents, teachers, and the state board.
4        (4) (a) The state board shall submit to the Legislature, annually, a budget to implement the
5    assessment program authorized in this section.
6        (b) As part of its budget recommendation, the state board shall include an evaluation of
7    the program and proposed modifications, if appropriate.
