8    A RESOLUTION OF THE HOUSE OF REPRESENTATIVES REVISING HOUSE RULES;
9    MODIFYING REQUIREMENTS RELATING TO WHO PRESIDES OVER THE HOUSE
10    BEFORE A SPEAKER IS ELECTED; AND MAKING TECHNICAL CORRECTIONS.
11    This resolution affects legislative rules as follows:
12    AMENDS:
13         HR-20.01
14    Be it resolved by the House of Representatives of the state of Utah:
15        Section 1. HR-20.01 is amended to read:
16         HR-20.01. Calling the House to Order.
17        [On] (1) Except as provided in Subsection (2), on the first day of [every] each annual
18    general session of the Legislature during odd-numbered years, the person whose term as Speaker
19    of the House is expiring shall call the House to order and preside until the Representatives have
20    taken the oath of office and elected a new speaker.
21        (2) If the speaker-elect was Speaker during the previous legislature or if the former speaker
22    is unavailable, the speaker-elect shall designate a person to call the House to order and preside
23    until the Representatives have taken the oath of office and elected a Speaker.
24        Section 2. Effective date.
25        This resolution takes effect upon approval by a constitutional majority vote of all members
26    of the House of Representatives.
