6    A RESOLUTION OF THE HOUSE OF REPRESENTATIVES AMENDING HOUSE RULES;
7    REPEALING THE BILL INTRODUCTION REQUIREMENT, WHICH IS COVERED IN
8    JOINT RULES; REPEALING A REQUIREMENT RELATING TO RECONSIDERATION
9    IN COMMITTEE TO CONFORM TO THE NEW RULE; MAKING TECHNICAL
10    CORRECTIONS; AND PROVIDING AN EFFECTIVE DATE.
11    This resolution affects legislative rules as follows:
12    AMENDS:
13         HR-34.01
14    REPEALS:
15         HR-24.27
16         HR-25.17
17    Be it resolved by the House of Representatives of the state of Utah:
18        Section 1. HR-34.01 is amended to read:
19         HR-34.01. Adoption, Amendment, or Suspension of House Rules.
20        (1) These House rules shall be initially adopted at the beginning of each legislative session
21    by a constitutional two-thirds vote.
22        (2) Except as provided in this subsection and in Subsection (3), after the initial adoption
23    of these rules, additional rules may be adopted or existing rules may be suspended, amended, or
24    repealed by a majority vote, except the following, which require a two-thirds vote to adopt,
25    suspend, amend, or repeal:
26        (a) rules governing limitation of debate;
27        (b) rules governing motions on the previous question;


1        (c) rules governing motions for lifting a tabled bill from committee;
2        (d) rules governing consideration of bills during the last three days of a session;
3        (e) rules governing introduction of bills after the [22nd] 11th day of the annual general
4    session; and
5        (f) rules governing voting as in HR-30.06.
6        (3) Any rule that includes a voting requirement of more than a constitutional majority must
7    be adopted and may only be amended, suspended, or repealed by a constitutional two-thirds vote
8    of all representatives.
9        Section 2. Repealer.
10        This act repeals:
11        Rule HR-24.27, Reconsideration of Action.
12        Rule HR-25.17, No Bill to be Introduced After the Twenty-second Day.
13        Section 3. Effective date.
14        This resolution takes effect upon approval by a constitutional two-thirds vote of all
15    members of the House of Representatives.
