6    A RESOLUTION OF THE HOUSE OF REPRESENTATIVES AMENDING HOUSE RULES
7    GOVERNING COMMITTEE QUORUM REQUIREMENTS; AND PROVIDING AN
8    EFFECTIVE DATE.
9    This resolution affects legislative rules as follows:
10    AMENDS:
11         HR-24.11
12    Be it resolved by the House of Representatives of the state of Utah:
13        Section 1. HR-24.11 is amended to read:
14         HR-24.11. Committee Attendance; Quorum.
15        (1) A majority of any committee or subcommittee constitutes a quorum for the transaction
16    of business.
17        [(2) (a) If a member of a committee fails to attend two consecutive meetings of a
18    committee or subcommittee, that legislator's membership in the committee or subcommittee is not
19    counted in determining a quorum, except for meetings the legislator actually attends.]
20        [(b)] (2) The Speaker, Majority Leader, Majority Whip, Assistant Majority Whip, House
21    Rules Committee Chair, House Appropriations Committee Chair, Minority Leader, Minority
22    Whip, and Assistant Minority Whip, and the fourth member of leadership from the minority party
23    are not counted in determining a quorum, except for meetings the legislator actually attends.
24        Section 2. Effective date.
25        This resolution takes effect upon approval by a constitutional majority vote of all members
26    of the House of Representatives.
