5    A JOINT RESOLUTION OF THE LEGISLATURE AMENDING JOINT RULES TO ALLOW
6    ACCESS TO THE LEGISLATURE'S FISCAL PRIORITIZATION PROCESS.
7    This resolution affects legislative rules as follows:
8    ENACTS:
9         JR-19.01
10    Be it resolved by the Legislature of the state of Utah:
11        Section 1. JR-19.01 is enacted to read:
12         JR-19.01. Fiscal Prioritization Process to be Open.
13        (1) As used in this rule, "fiscal prioritization process" means the process of polling
14    legislators to determine which fiscal note bills should be funded and which other projects or
15    programs will receive new or one-time funding.
16        (2) In conducting the fiscal prioritization process, the House and Senate shall:
17        (a) if they conduct the fiscal prioritization process formally, debate and vote on fiscal
18    priorities in a public meeting; or
19        (b) if they conduct the fiscal prioritization process informally, ensure that each paper
20    prepared by a legislator to rank or establish the legislator's fiscal priorities is treated as a public
21    record and is available for review and scrutiny by any interested person.
