    AN ACT RELATING TO APPROPRIATIONS; APPROPRIATING $400,000 FROM THE
    GENERAL FUND FOR FISCAL YEAR 1998-99 TO THE DEPARTMENT OF
    AGRICULTURE AND FOOD FOR DISTRIBUTION TO SOIL CONSERVATION
    DISTRICTS; AND PROVIDING AN EFFECTIVE DATE.
    This act enacts uncodified material.
    Be it enacted by the Legislature of the state of Utah:
        Section 1. Appropriation.
        There is appropriated $400,000 from the General Fund for fiscal year 1998-99 to the
    Department of Agriculture and Food for distribution to soil conservation districts, organized under
    Title 17A, Chapter 3, Part 8, Soil Conservation Districts, for:
        (1) developing conservation plans for farmers and ranchers to keep the state's farmland
    productive and rivers and lakes clean;
        (2) engineering for loans from the Agriculture Resource Development Loan program and
    the Nonpoint Source Pollution program;
        (3) helping counties and cities to identify critical natural resources and development
    constraints;
        (4) educating the state's consumers about the necessity of important agricultural lands and
    protecting the state's natural resources; and
        (5) providing technical assistance to implement best management practices in carrying out
    state and federal conservation programs.
        Section 2. Effective date.
        This act takes effect on July 1, 1998.
