    AN ACT RELATING TO APPROPRIATIONS; APPROPRIATING $75,000 TO THE SCHOOL
    AND INSTITUTIONAL TRUST LANDS ADMINISTRATION FROM THE GENERAL
    FUND IN FISCAL YEAR 1998-99 FOR LEGAL COSTS INCURRED BY THE UTAH
    ASSOCIATION OF COUNTIES AND THE SCHOOL AND INSTITUTIONAL TRUST
    LANDS ADMINISTRATION TO OPPOSE THE GRAND STAIRCASE - ESCALANTE
    NATIONAL MONUMENT DESIGNATION; AND PROVIDING AN EFFECTIVE DATE.
    This act enacts uncodified material.
    Be it enacted by the Legislature of the state of Utah:
        Section 1. Appropriation.
        (1) Because the land and resources contained within the Grand Staircase - Escalante
    National Monument are valuable to the people of the state, there is appropriated $75,000 to the
    School and Institutional Trust Lands Administration from the General Fund in fiscal year 1998-99,
    to be disbursed equally between the Utah Association of Counties and the School and Institutional
    Trust Lands Administration to be used to pay legal costs incurred by the Utah Association of
    Counties and the School and Institutional Trust Lands Administration to oppose the Grand
    Staircase - Escalante National Monument designation.
        (2) The money appropriated in Subsection (1) is nonlapsing.
        Section 2. Effective date.
        This act takes effect on July 1, 1998.
