A CONCURRENT RESOLUTION OF THE LEGISLATURE AND THE GOVERNOR URGING
CONGRESS, UTAH'S CONGRESSIONAL DELEGATION, AND THE FEDERAL
GOVERNMENT TO WORK TOGETHER TOWARD PASSAGE OF LEGISLATION
PRIVATIZING DUTCH JOHN, UTAH.
Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
WHEREAS Dutch John, Utah, was founded by the federal government in 1958 as a
community to support the project construction and operation of the Flaming Gorge Dam and
Reservoir;
WHEREAS the Bureau of Reclamation land surrounding the Flaming Gorge Reservoir,
including the Dutch John community, was included within the boundaries of the Flaming Gorge
National Recreation Area in 1968;
WHEREAS the federal government has determined that it is unnecessarily burdened with
the cost of continuing to provide basic services and facilities and building maintenance and with
the administrative costs of operating the Dutch John community;
WHEREAS the privatization and disposal to Daggett County of certain lands in and
surrounding Dutch John has been determined to be in the public interest by the federal agencies
which administer Dutch John;
WHEREAS the state of Utah has a proprietary and economic interest in seeing Dutch John
privatized;
WHEREAS costs for administering Dutch John upon privatization will require transitional
financial assistance from the federal government, which federal agencies with a financial interest
in privatization of Dutch John have agreed to pay; and
WHEREAS the residents of Dutch John should be given the right to own their own homes
as provided for in the proposed legislation affecting privatization:
NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
governor concurring therein, urge the United States Congress, Utah's congressional delegation, and
the federal government to expeditiously seek passage of legislation to privatize Dutch John, Utah.
BE IT FURTHER RESOLVED that copies of this resolution be sent to the President of the
United States Senate, the Speaker of the United States House of Representatives, the members of
Utah's congressional delegation, the United States Forest Service, the Bureau of Reclamation, and
the Colorado River Energy Distributors Association.
