6    AN ACT RELATING TO PUBLIC EDUCATION; PROVIDING A $500,000 APPROPRIATION
7    TO THE STATE BOARD OF EDUCATION FOR DISTRIBUTION TO SCHOOL
8    DISTRICTS TO HELP FUND THEIR ENGLISH AS A SECOND LANGUAGE ADULT
9    EDUCATION CLASSES; AND PROVIDING AN EFFECTIVE DATE.
10    This act enacts uncodified material.
11    Be it enacted by the Legislature of the state of Utah:
12        Section 1. Appropriation.
13        (1) There is appropriated from the Uniform School Fund for fiscal year 1998-99, $500,000
14    to the State Board of Education for distribution to school districts to help fund their English as a
15    second language adult education classes.
16        (2) Local school boards shall use the appropriation to meet the limited-English-proficient
17    and second language acquisition needs of Utah's language minority adult population.
18        (3) The board shall allocate the appropriation to school districts on the basis of submission
19    of competitive grant applications and compliance with qualifying criteria established by the state
20    board pursuant to its rulemaking authority.
21        (4) The appropriation is in addition to any other appropriation made for adult education
22    programs, including the appropriation for adult high school completion under Section
23    53A-17a-119.
24        Section 2. Effective date.
25        This act takes effect on July 1, 1998.
