5    AN ACT RELATING TO ELECTIONS; CLARIFYING REQUIREMENTS FOR
6    REGISTERING TO VOTE AT A COUNTY CLERK'S OFFICE; AND MAKING
7    TECHNICAL CORRECTIONS.
8    This act affects sections of Utah Code Annotated 1953 as follows:
9    AMENDS:
10         20A-2-201, as last amended by Chapter 183, Laws of Utah 1997
11    Be it enacted by the Legislature of the state of Utah:
12        Section 1. Section 20A-2-201 is amended to read:
13         20A-2-201. Registering to vote at office of county clerk.
14        (1) Except as provided in [Subsection] Subsections (2)[: (1) The] and (3), the county clerk
15    shall register to vote all persons who present themselves for registration at [his] the county clerk's
16    office during designated office hours if those persons, on voting day, will be legally qualified and
17    entitled to vote in a voting precinct in the county.
18        (2) [During] Except as provided in Subsection (3), during the 19 calendar days
19    immediately before any scheduled election, the county clerk shall:
20        (a) accept registration forms from all persons who present themselves for registration at
21    the clerk's office during designated office hours if those persons, on voting day, will be legally
22    qualified and entitled to vote in a voting precinct in the county; and
23        (b) inform them that they will be registered to vote but may not vote in the pending
24    election because they registered too late.
25        (3) Nothing in this section shall prevent a county clerk from:
26        (a) designating the county clerk's office as a satellite location for voter registration; and
27        (b) allowing a person to register to vote according to the schedule and procedures in
