6    AN ACT RELATING TO APPROPRIATIONS; APPROPRIATING $1,000,000 FROM THE
7    GENERAL FUND FOR FISCAL YEAR 1998-99 TO THE DEPARTMENT OF
8    AGRICULTURE AND FOOD FOR DISTRIBUTION TO SOIL CONSERVATION
9    DISTRICTS; INDICATING AN INTENT FOR AN ONGOING APPROPRIATION; AND
10    PROVIDING AN EFFECTIVE DATE.
11    This act enacts uncodified material.
12    Be it enacted by the Legislature of the state of Utah:
13        Section 1. Appropriation.
14        (1) There is appropriated $1,000,000 from the General Fund for fiscal year 1998-99 to the
15    Department of Agriculture and Food for distribution to soil conservation districts, organized under
16    Title 17A, Chapter 3, Part 8, Soil Conservation Districts, for:
17        (a) developing conservation plans for farmers and ranchers to keep the state's farmland
18    productive and rivers and lakes clean;
19        (b) engineering loans from the Agriculture Resource Development Loan program and the
20    Nonpoint Source Pollution program;
21        (c) helping counties and cities identify critical natural resources and development
22    constraints;
23        (d) educating the state's consumers about the necessity of important agricultural lands and
24    protecting the state's natural resources; and
25        (e) providing technical assistance to implement best management practices in carrying out


1    state and federal conservation programs.
2        (2) It is the intent of the Legislature that this appropriation be ongoing.
3        Section 2. Effective date.
4        This act takes effect on July 1, 1998.
