RESOLUTION SUPPORTING PRIVATIZATION
2 OF DUTCH JOHN UTAH
3 1998 GENERAL SESSION
4 STATE OF UTAH

6 A CONCURRENT RESOLUTION OF THE LEGISLATURE AND THE GOVERNOR URGING
7 CONGRESS, UTAH'S CONGRESSIONAL DELEGATION, AND THE FEDERAL
8 GOVERNMENT TO WORK TOGETHER TOWARD PASSAGE OF LEGISLATION
9 PRIVATIZING DUTCH JOHN, UTAH.
10 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
11 WHEREAS Dutch John, Utah, was founded by the federal government in 1958 as a
12 community to support the project construction and operation of the Flaming Gorge Dam and
13 Reservoir;
14 WHEREAS the Bureau of Reclamation land surrounding the Flaming Gorge Reservoir,
15 including the Dutch John community, was included within the boundaries of the Flaming Gorge
16 National Recreation Area in 1968;
17 WHEREAS the federal government has determined that it is unnecessarily burdened with
18 the cost of continuing to provide basic services and facilities and building maintenance and with
19 the administrative costs of operating the Dutch John community;
20 WHEREAS the privatization and disposal to Daggett County of certain lands in and
21 surrounding Dutch John has been determined to be in the public interest by the federal agencies
22 which administer Dutch John;
23 WHEREAS the state of Utah has a proprietary and economic interest in seeing Dutch John
24 privatized;
25 WHEREAS costs for administering Dutch John upon privatization will require transitional
26 financial assistance from the federal government, which federal agencies with a financial interest
27 in privatization of Dutch John have agreed to pay; and

1 WHEREAS the residents of Dutch John should be given the right to own their own homes
2 as provided for in the proposed legislation affecting privatization:
3 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
4 governor concurring therein, urge the United States Congress, Utah's congressional delegation, and
5 the federal government to expeditiously seek passage of legislation to privatize Dutch John, Utah.
6 BE IT FURTHER RESOLVED that copies of this resolution be sent to the President of the
7 United States Senate, the Speaker of the United States House of Representatives, the members of
8 Utah's congressional delegation, the United States Forest Service, the Bureau of Reclamation, and
9 the Colorado River Energy Distributors Association.
