6    A JOINT RESOLUTION OF THE LEGISLATURE EXPRESSING SUPPORT FOR THE
7    ADOPTION OF THE INTERNATIONAL PLUMBING CODE AS A WAY TO HELP MAKE
8    HOUSING MORE AFFORDABLE IN UTAH.
9    Be it resolved by the Legislature of the state of Utah:
10        WHEREAS the Uniform Building Code Commission of the state Division of Occupational
11    and Professional Licensing has conducted an extensive study on the issue of the relative merits of
12    the International Plumbing Code and the Uniform Plumbing Code;
13        WHEREAS the Uniform Building Code Commission has concluded that the International
14    Plumbing Code is the preferred code and has recommended adoption of that code for the state of
15    Utah;
16        WHEREAS independent studies have concluded that adoption of the International
17    Plumbing Code will result in a savings of between $500 and $2,000 for each dwelling constructed
18    under that code as opposed to the Uniform Plumbing Code;
19        WHEREAS the International Plumbing Code adequately protects the health, safety, and
20    welfare of the citizens of the state while providing a significant savings in terms of construction
21    cost;
22        WHEREAS the savings realized by adoption of the International Plumbing Code would
23    contribute to making housing more affordable in the state; and
24        WHEREAS an adequate supply of decent housing that is affordable to those of low or
25    moderate income is important to the well being of the citizens of the state:
26        NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah supports
27    the recommendation of the Uniform Building Code Commission that the state adopt the


1    International Plumbing Code to help save construction costs and contribute to the affordability of
2    housing in the state.
