6 A JOINT RESOLUTION OF THE LEGISLATURE PROPOSING TO AMEND THE UTAH
7 CONSTITUTION; REVISING ARTICLE VII, SECTION 6 TO REQUIRE ADVANCE
8 NOTICE OF A SPECIAL SESSION; AND PROVIDING AN EFFECTIVE DATE.
9 This resolution proposes to change the Utah Constitution as follows:
10 AMENDS:
11 ARTICLE VII, SECTION 6
12 Be it resolved by the Legislature of the state of Utah, two-thirds of all members elected to each of
13 the two houses voting in favor thereof:
14 Section 1. It is proposed to amend Utah Constitution Article VII, Section 6, to read:
15 Article VII, Section 6. [Convening of extra sessions of Legislature.]
16 (1) (a) (i) On extraordinary occasions, the Governor may convene the Legislature by
17 issuing a proclamation[
18 Legislature to convene.
19 (ii) If the Governor has officially declared a state of emergency as provided by statute and
20 determines that the Legislature must be convened to consider legislation to respond to that state
21 of emergency, the Governor may issue a proclamation and convene the Legislature without seven
22 days notice.
23 (b) The proclamation shall state the purpose for which the Legislature is to be convened,
24 and it shall transact no legislative business except that for which it was especially convened, or
25 such other legislative business as the Governor may call to its attention while in session.

2 for the transaction of executive business by issuing a proclamation.
3 Section 2. Submittal to electors.
4 The lieutenant governor is directed to submit this proposed amendment to the electors of
5 the state of Utah at the next general election in the manner provided by law.
6 Section 3. Effective date.
7 If approved by the electors of the state, the amendment proposed by this joint resolution
8 shall take effect on January 1, 1999.
