RESOLUTION ON HIGHWAY IMPROVEMENTS

5    A JOINT RESOLUTION OF THE LEGISLATURE URGING THE UTAH DEPARTMENT OF
6    TRANSPORTATION TO ENTER INTO A PARTNERSHIP WITH THE CITIES OF SANDY,
7    SOUTH JORDAN, RIVERTON, AND DRAPER TO FUND ROAD IMPROVEMENTS TO
8    ALLEVIATE EAST-WEST TRAFFIC CONGESTION AT THE SOUTH END OF SALT
9    LAKE COUNTY.
10    Be it resolved by the Legislature of the state of Utah:
11        WHEREAS the cities of Sandy, South Jordan, Riverton, and Draper are experiencing rapid
12    growth;
13        WHEREAS the Wasatch Front Regional Council's Surveillance of Socio-Economic
14    Characteristics show from 1990-96, these cities have experienced the following average annual
15    population increases: Sandy, 2.68%; South Jordan, 16.64%; Riverton, 12.32%; and Draper,
16    18.30%;
17        WHEREAS the vehicle traffic moving east and west at the south end of Salt Lake County,
18    critical crossroads for travelers to and from these four cities, has increased dramatically,
19    particularly since the commencement of I-15 reconstruction;
20        WHEREAS three construction projects that are of critical importance to improving the
21    flow of east-west vehicle traffic are the underpass at 10000 South; an interchange at 11400 South;
22    and a reconstruction of the intersection of 12300 South and State Street;
23        WHEREAS the interchange needed at 11400 South is not currently included as part of the
24    State Transportation Improvement Program;
25        WHEREAS the Transportation Commission, the Wasatch Front Regional Council, and the
26    Utah Department of Transportation should work together to get the 11400 South Interchange
27    added to the program;


1        WHEREAS completing these projects during the I-15 reconstruction would be more
2    efficient and less disruptive of traffic; and
3        WHEREAS a partnership between the cities of Sandy, South Jordan, Riverton, and Draper
4    to provide the funding for the improvements presents a unique, effective way to cover the costs
5    of these projects which are necessary to serve the traffic needs of travelers at the south end of Salt
6    Lake County:
7        NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah urge
8    the Utah Department of Transportation to enter into a partnership with the cities of Sandy, South
9    Jordan, Riverton, and Draper to fund the costs of reconstruction projects at 10000 South, 11400
10    South, and 12300 South to alleviate the congestion of east-west traffic flow at the south end of Salt
11    Lake County.
12        BE IT FURTHER RESOLVED that the Legislature urge the Transportation Commission,
13    the Wasatch Front Regional Council, and the Utah Department of Transportation to work together
14    to get the proposed 11400 South interchange included as part of the State Transportation
15    Improvement Program.
16        BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Transportation
17    Commission, the Wasatch Front Regional Council, the Utah Department of Transportation, and
18    the cities of Sandy, South Jordan, Riverton, and Draper.
