6    AN ACT RELATING TO MOTOR VEHICLES; REQUIRING AN INCREASED FINE FOR
7    MOVING TRAFFIC VIOLATIONS IN HIGHWAY CONSTRUCTION SITES.
8    This act affects sections of Utah Code Annotated 1953 as follows:
9    AMENDS:
10         41-6-13, as last amended by Chapter 138, Laws of Utah 1987
11    Be it enacted by the Legislature of the state of Utah:
12        Section 1. Section 41-6-13 is amended to read:
13         41-6-13. Obedience to peace officer or other traffic controllers -- Speeding in
14     construction zones.
15        (1) A person may not willfully fail or refuse to comply with any lawful order or direction
16    of any peace officer, fireman, flagger at a highway construction or maintenance site, or uniformed
17    adult school crossing guard invested by law with authority to direct, control, or regulate traffic.
18        (2) When flaggers at highway construction or maintenance sites are directing traffic, they
19    shall use devices and procedures conforming to the [latest edition of the "Manual on Uniform
20    Traffic Control Devices for Streets and Highways."] standards adopted under Section 41-6-20.
21        (3) (a) A vehicle operator who commits a speeding violation in a highway construction
22    or maintenance site where workers are present shall have S [the fine for the operator's speeding
23     violation doubled by the court.] A FINE IMPOSED BY THE COURT THAT IS AT LEAST DOUBLE THE
23a     FINE IN THE UNIFORM RECOMMENDED FINE SCHEDULE ESTABLISHED UNDER SECTION 76-3-301.5
23b     FOR THE OFFENSE. s
24        (b) The highway construction or maintenance site under Subsection (3)(a) shall be clearly
