6    AN ACT RELATING TO EDUCATION; ESTABLISHING AN EXTENSION AND
7    RESEARCH PROGRAM ON OUTDOOR RECREATION AND TOURISM AT UTAH
8    STATE UNIVERSITY; PROVIDING A h [ $250,000 ] $150,000 h APPROPRIATION FOR THE
8a    PROGRAM;
9    AND PROVIDING AN EFFECTIVE DATE.
10    This act affects sections of Utah Code Annotated 1953 as follows:
11    ENACTS:
12         53B-18-601, Utah Code Annotated 1953
13    Be it enacted by the Legislature of the state of Utah:
14        Section 1. Section 53B-18-601 is enacted to read:

16         53B-18-601. Recreation and Tourism Program.
17        (1) There is appropriated for fiscal year 1998-99, h [ $250,000 ] $150,000 h from the General
17a    Fund to Utah
18    State University for base budget funding to conduct a program of teaching, research, and extension
19    on outdoor recreation and tourism.
20        (2) The university shall establish the program in the Institute of Outdoor Recreation and
21    Tourism in the College of Natural Resources.
22        (3) The extension and research program shall focus on at least three areas:
23        (a) tourism and outdoor recreation use;
24        (b) the social and economic tradeoffs of tourism and outdoor recreation for local
25    communities; and
26        (c) the relationship between outdoor recreation and tourism and public land management
27    practices and policies.

1        (4) The purpose of the program is to provide:
2        (a) better data for the Legislature and state agencies in their decision-making processes on
3    issues relating to tourism and outdoor recreation;
4        (b) a base of information and expertise to assist community officials as they attempt to
5    balance the economic, social, and environmental tradeoffs in tourism development; and
6        (c) an interdisciplinary approach of research and study on outdoor recreation and tourism,
7    a complex sector of the state's economy.
8        (5) The program shall include an office at the university for coordinating interdepartmental
9    research and extension efforts with different agencies and institutions of higher education.
10        Section 2. Effective date.
11        This act takes effect on July 1, 1998.
