6    AN ACT RELATING TO APPROPRIATIONS; APPROPRIATING $60,000 TO THE OFFICE
7    OF PLANNING AND BUDGET FOR DISBURSEMENT TO HELP TRAIN LOCAL
8    OFFICIALS IN PLANNING, TECHNOLOGY, AND GROWTH MANAGEMENT; AND
9    PROVIDING AN EFFECTIVE DATE.
10    This act enacts uncodified material.
11    Be it enacted by the Legislature of the state of Utah:
12        Section 1. Legislative intent.
13        (1) The Legislature supports the objectives of the Governor's 21st Century Communities
14    Initiative of preparing rural areas of the state for population and visitor growth, creating new jobs,
15    reducing unemployment, diversifying rural economies, protecting the quality of life, and
16    developing and delivering leadership development programs, certification programs, and
17    community workshops to rural leaders to improve their skills in solving rural problems.
18        (2) It is the intent of the Legislature in appropriating these funds to help meet the statewide
19    public purpose of training and educating local government officials to deal with the economic
20    development, community and land planning, technology, and growth management concerns of
21    local government through the Governor's 21st Century Communities Initiative.
22        Section 2. Appropriation -- Purposes -- Funds are nonlapsing.
23        (1) There is appropriated $60,000 from the General Fund for fiscal year 1998-99 to the
24    Office of Planning and Budget for disbursement to the Governor's Rural Partnership Board for the
25    purposes of:
26        (a) helping to meet the training objectives of the Governor's 21st Century Communities
27    Initiative;


1        (b) providing local government officials with training and certification opportunities,
2    community, regional, and statewide workshops, and appropriate field trips and site visits;
3        (c) developing training, education, and reference materials, using both print and electronic
4    media, that support the training objectives of the Governor's 21st Century Communities Initiative;
5    and
6        (d) developing means for information exchange and linkages between various government
7    entities, including local, state, and federal agencies, as well as between private and nonprofit
8    entities involved in providing training and other services and information to local communities.
9        (2) The Office of Planning and Budget shall determine, in conjunction with the Governor's
10    Rural Partnership Board, the training and workshop activities most appropriate for meeting the
11    training objectives of the Governor's 21st Century Communities Initiative.
12        (3) These funds are nonlapsing.
13        Section 3. Effective date.
14        This act takes effect on July 1, 1998.
