6    A JOINT RESOLUTION OF THE LEGISLATURE PROPOSING TO AMEND THE UTAH
7    CONSTITUTION; REVISING ARTICLE VII, SECTION 6 TO ALLOW THE
8    LEGISLATURE TO ADD ITEMS TO THE SPECIAL SESSION AGENDA; AND
9    PROVIDING AN EFFECTIVE DATE.
10    This resolution proposes to change the Utah Constitution as follows:
11    AMENDS:
12         ARTICLE VII, SECTION 6
13    Be it resolved by the Legislature of the state of Utah, two-thirds of all members elected to each of
14    the two houses voting in favor thereof:
15        Section 1. It is proposed to amend Utah Constitution Article VII, Section 6, to read:
16         Article VII, Section 6. [Convening of extra sessions of Legislature.]
17        (1) (a) On extraordinary occasions, the Governor may convene the Legislature by issuing
18    a proclamation[, in which shall be stated].
19        (b) The proclamation shall state the purpose for which the Legislature is to be convened,
20    and [it] the Legislature shall transact [no] only that legislative business [except that for which it
21    was especially convened, or such other legislative business as the Governor may call to its
22    attention while in session. The Legislature, however, may] authorized by this section.
23        (2) The Legislature may:
24        (a) consider any issues contained in the Governor's proclamation;
25        (b) consider any issues that the Governor adds to the proclamation during the special
26    session;
27        (c) consider any issues that the Legislature adds to the proclamation by a 2/3 or greater


1    vote of each chamber; and
2        (d) provide for the expenses of the session and for other matters incidental [thereto] to the
3    session.
4        (3) The Governor may [also by proclamation] convene the Senate in extraordinary session
5    for the transaction of executive business by issuing a proclamation.
6        Section 2. Submittal to electors.
7        The lieutenant governor is directed to submit this proposed amendment to the electors of
8    the state of Utah at the next general election in the manner provided by law.
9        Section 3. Effective date.
10        If approved by the electors of the state, the amendment proposed by this joint resolution
11    shall take effect on January 1, 1999.
