Mr. President:

    The Judiciary Committee reports a favorable recommendation on H.B. 40, JUDICIAL CONDUCT COMMISSION AMENDMENTS, by Representative G. Cox, with the following amendments:
1.     Page 2, Line 4:    After "two years." insert "The judges shall be appointed to that the terms expire in staggered two year increments."
2.     Page 2, Line 2 through 2d:
    Lilac-February 2, 1998,     After "four-year term." delete "THE JUDGES SHALL         COORDINATE ATTENDANCE FOR MEETINGS SO         THAT, IF POSSIBLE, AT LEAST ONE IS IN         ATTENDANCE AT EACH MEETING. IF BOTH         JUDGES ARE IN ATTENDANCE AT A MEETING,         ONLY ONE MAY BE COUNTED FOR QUORUM         PURPOSES AND VOTE ON EACH ISSUE BEFORE         THE COMMISSION."
