Representative Koehn proposes the following amendments:
1. Page 8, Line 14: After line 14 insert the following:
"(5) (a) If at the end of the three-year pilot program authorized under this part the Legislature determines that the program has been successful and should be continued or expanded, then local boards of education shall be the entities that grant charters.
(b) (i) An applicant for a charter would seek sponsorship from the local school board of the school district in which the charter school would be located.
(ii) If the local school board denied the charter application, the applicant could appeal the denial to the State Board of Education."
