Senator Blackham proposes the following amendments:

1. Page 4, Line 17:    After Line 17, insert:
        "(4) Prior to filing a rule with the division, the department head shall consider and comment on the fiscal impact a rule may have on businesses."
        Renumber the remaining sections accordingly.
2.    Page 5, Line 1    
    Goldenrod Copy    
    January 26, 1998:    At the end of the line, bracket "and"

3.    Page 5, Line 2    
    Goldenrod Copy
    January 26, 1998:    After "period" delete the period and insert "; and"

4.     Page 5, Lines 3- 4    
    Goldenrod Copy
    January 26, 1998:    Delete lines 3 through 4 and insert:
        "(l) comments by the department head on the fiscal impact the rule may have on businesses."
